The Economic Development Division is available to provide assistance to new and existing businesses. The Division caters to the booming tourism and entertainment industries, specializing in business retention and expansion, urban development and revitalization. Services include general relocation assistance, market research and demographics.

Relocating and expanding businesses may be eligible for different types of INCENTIVES

The Miami Beach Enterprise Zone covers areas of the South Beach and North Beach commercial districts, including South Pointe, Washington Avenue, Ocean Drive, Collins Avenue, and 71st Street. The incentives offered to businesses expanding in or relocating to an Enterprise Zone include Property Tax Credits, tax credits on wages paid to Enterprise Zone residents, and Sales Tax Refunds. Welfare-To-Work incentives are also available from the WAGES Coalition, and Enterprise Zone businesses may be eligible for Federal Workforce Training benefits.

In addition to the Enterprise Zone, improvements to historic properties may qualify for the Miami-Dade County Historic Preservation incentive, which provides a 10-year abatement of property taxes on the improvements. Historic renovations should also explore the Federal Historic Preservation Tax Incentives offered by the National Park Service.

The Façade Renovation Grant program provides matching grants to qualifying businesses for the rehabilitation of storefronts and the correction of interior code violations. Brownfield incentives are available for eligible sites.

For Corporate Relocations, the City provides relocation assistance, site tours, and works closely with the Beacon Council and Enterprise Florida to access the State of Florida’s Qualified Target Industry Tax Refund Program and Miami-Dade County’s Targeted Jobs Incentive Fund. 

The City also offers incentive and assistance programs for affordable housing and for film and print production. The Economic Development Division is also available to facilitate assistance from the U.S. Small Business Administration as well as counseling, training and referral assistance from Florida Atlantic University’s Small Business Development Center.

Zoning Compliance

Make sure that the type of business you propose is permissible in the location you have chosen. The Planning Department can provide you with information about which uses are permitted in the different zoning classifications throughout the City. Concurrency Compliance

Check to determine if your proposed project will increase the site demand on roads, water, drainage, sewer, parks and other City services and facilities. New development and redevelopment projects and changes of use may result in the assessment of a concurrency mitigation fee. According to sales reported to the Florida Department of Revenue, Miami Beach had the highest spending density in the State in 2001: An amazing $315 Million per square mile in consumer spending.
