Labor Relations interacts with all areas of the City, with Department Directors, and with all levels of Management throughout the City, to provide support, counseling, contract interpretation, preparation of witnesses for hearings, and as the designee for the City Manager; the Labor Relations Director, Linda Gonzalez, presides over Step III grievance hearings. Not only is Linda certified as a County and Family Mediator by the Supreme Court of the State of Florida for having fulfilled the requirements of the Florida Rules for Certified and Court-Appointed Mediators, she is also certified for possessing all requirements and coursework necessary for arbitrator certification by the Federal Mediation and Conciliation Service (FMCS).
Linda is a Senior Professional in Human Resource (SPHR) certificate holders. The SPHR certification demonstrates professional achievement within the Human Resources Profession. As a trainer, Linda is a certified member and instructor for the Florida Public Employer Labor Relations Association (FPELRA), where she trains participants from the entire State of Florida on employee and labor relations matters.
In 2007, Labor Relations was certified as an Approved Provider by the Human Resource Certification Institute (HRCI). HRCI is the credentialing affiliate of the Society for Human Resource Management (SHRM), the world’s largest association devoted to professional personnel management. HRCI works to define and maintain the HR body of knowledge, and offers assessments and certification of this knowledge. Certification demonstrates that training offered by the Labor Relations staff exceeds the high standards required by this nationally recognized professional organization.

Labor Relations training is designed to support all levels of this organization and the department’s ongoing training program contributes to the strategic business initiatives, union and employee needs, current trends and other areas of development. Labor Relations understands that knowledge, communication and teamwork is the key to success, contributes to individual development and advancement, which in turn enhances the organization’s performance and leads to overall effectiveness and efficiency resulting in overall citizen approval.
Having been recognized as Approved Provider trainers and facilitators, Labor Relations staff develop and provide training to a variety of participants using a hands-on approach, simulation of real-life scenarios, lectures, role-playing and other creative training techniques to facilitate understanding and retention of information as part of the learning process. Various courses are offered at the City under the Approved Provider status, including regularly scheduled update sessions which are designed to keep both management and the unions informed.
Both Linda and Michael Reyes have been certified as Florida Public Sector Labor Relations Professionals through the Florida Public Employer Labor Relations Association (FPELRA). FPELRA is the local arm of NPELRA and was formed in 1974 to provide the highest standard of excellence in assisting and representing jurisdictions required to engage in collective bargaining under Chapter 447, F. S., The Public Employees Relations Act, and devoted to providing a unique opportunity for the exchange of perspective, information and skills in the field of public sector labor relations in the State of Florida. This leadership opportunity will include the coordination and administration of group learning and networking activities resulting in the shared goal of enhancing regional members, their organizations, the City of Miami Beach, FPELRA, and the entire Labor Relations/Human Resources field.
