If a violator has been found
guilty by the Special Master or admitted guilt by paying a fine or failing to
appeal a violation, any subsequent violation within a five-year period is
considered a repeat violation, unless otherwise specified in the City Code.
Repeat violations can carry penalties of up to $5000 per day.
