December 16, 2003, Hillier presented the community with three
different design options of a proposed citywide coordinated
signage system. The signage system will include:
- Three
new gateway signs to the City
- Signs
directing visitors to major destinations
- Prototype
neighborhood entrance signs
- Public
parking directional signs
- Beach
walk and trail markers
Consensus
was reached to combine the design concepts of Options B and
C. Hillier will now prepare a design presentation that assimilates
those comments. Once the new designs are completed, another
public meeting will be held (tentatively scheduled within

Free
"Funday" at the Youth Center -- Free Admission,
Refreshments & Entertainment for Miami Beach Residents
– Miami Beach residents are invited to a free day at the Scott
Rakow Youth Center on Sunday, January 4, 10:00 a.m. to 2:00
p.m. for free admission, entertainment and refreshments. Residents
must show proof of residency. The Scott Rakow Youth Center
is located at 2700 Sheridan Avenue, Miami Beach.

of Miami Beach has become a part of a national network
of Community Emergency Response Team (CERT) communities.
The program is designed to help neighborhoods prepare
for and respond after catastrophic disasters such as hurricanes,

The
Free Trade Area of the Americas (FTAA) Conference will
take place in Miami from Sunday, November 16, 2003
through Friday, November 21, 2003. The venues will be the
Inter-Continental Hotel, where all the dignitaries will stay
and hold meetings, and the Hyatt Hotel.

New GSA Union Contract Signed - On Friday, October 17, 2003,
a signing ceremony took place for the new Government Supervisor’s
Association (GSA) three-year union contract. The GSA and City
Administration successfully negotiated a contract that is beneficial
to both parties after six negotiation sessions.

Miami
Beach Regional Library Construction Completed - The
City of Miami Beach celebrates the completion of the major construction
phase of the new 42,000 sq ft. Miami Beach Regional Library,
located at 227 23rd Street, on Thursday, October 16 at 6:30
p.m. The City of Miami Beach will "pass the keys"
to Miami-Dade County Public Library System for the facility's
final opening preparations. The library is expected to open
to the public in early 2004.

Beach Commission on the Status of Women Seeks Nominations for
Women Worth Knowing Award 2004 -- Deadline December 5, 2003
– In celebration of Women’s History Month, the Miami Beach
Commission on the Status of Women’s Women Worth Knowing program
honors four local women for their contributions to the community.
The Commission seeks nominations for women who are actively
involved in fostering positive change in the community through
involvement in civic and/or professional activities and meet
the prerequisite and qualifications.

Month – The City of Miami Beach Hispanic Affairs Committee
will honor Miami Beach’s Hispanic community leaders at a reception
on Monday, October 13, 2003 at 6:00 p.m.. at Miami Beach City
Hall’s fourth floor gallery as part of the City’s Hispanic Heritage
Celebration.

Miami Beach Web Site Recognized with National Award –
The City of Miami Beach was honored, last week, with the City-County
Communications and Marketing Association (3CMA) Savvy Award
for its Web site. The 3CMA Savvy Awards honor creative marketing
and communications. The City was recognized in the Best Technology
Services – Web Sites (population 55,000 to 160,000) category.

Annual Chlorination Process of Water Begins -- Public Advisory
-- The Miami-Dade Water and Sewer Department will temporarily
use a free chlorine treatment at each of its regional water
treatment facilities from November 3 through 16, 2003 that will
provide a somewhat stronger disinfection process than the combined
chlorine treatment which is normally used.

- On Monday, September 8, 2003, the Miami Beach City Commission
passed a Resolution approving the continuation of the Bay Link
Transit Project into the final Environmental Impact Statement/Preliminary
Engineering Phase of Study; and designating the streetcar mode
as the optimal transit technology and designating a bi-directional
loop route utilizing the Washington Avenue and Alton Road corridors
as the locally preferred alternative (LPA) as described in the
final HDR Report.

Please
provide us with your suggestions and comments on the City’s
Procedures for Noise Violation Enforcement. This document
will be available for your review and comments until October
17, 2003. As you review the procedures, we respectfully request
that you concentrate on the overall policy instead of specific
verbiage. This will facilitate our internal assessment process

Beach Acquires Beach Park Land from State of Florida
- Miami Beach, FL – On August 26, 2003, the State of Florida
Cabinet, sitting as the Board of Trustees of the Internal Improvement
Trust Fund, approved the transfer of the 11 contiguous State-owned
beachfront lots in Altos Del Mar, between 76th and 77th streets,
to the City of Miami Beach for the sum of $10.00. History

Opens for City’s Fall Neighborhood Leadership Academy --
Fall Classes Begin September 22
– The City of Miami Beach Neighborhood Leadership Academy opens
enrollment for its fall classes. The Academy is an interactive
civic and public information program designed for residents
of Miami Beach. The no-tuition Academy offers Miami Beach residents
an opportunity to learn more about City departments and their
services in an interesting, fun and interactive experience.
Residents enrolled in the 12-week Academy will have an opportunity
to meet the people responsible for providing City services,
gain insight into how the City works, and understand the role
of each department. In addition, the Academy affords the City
staff an opportunity to learn about residents’ needs as their
customers and consumers of city services.

Heritage Month Awards – The Miami Beach Hispanic
Affairs seeks nominations for the 2003 Hispanic Heritage Month
Awards. The Committee will select a winner in one of each of
the following categories: public safety, business, education,
and social services.

Beach’s Bond Rating Upgraded Again –
Standard and Poor’s (S&P), one of the nation’s bond-rating
services, has upgraded their rating on the City’s bonds from
an A+ to an AA-, which is the second upgrade for the City from
this firm in six months. In addition, Moody’s has affirmed their
A1 rating and has upgraded their outlook for the City from stable
to positive. This is a very significant accomplishment for the
City of Miami Beach and reflects the City’s continuing efforts
to improve its financial position.

MIMO ARCHITECTURE MULTIMEDIA/WEB
DESIGN COMPETITION - The
City of Miami Beach is sponsoring
a multimedia presentation/web design competition.
The presentation is intended to inform and educate the
public about the NorthBeach area of the City and its wealth
of Miami Modern (MiMo) architecture. The
City is currently planning and implementing revitalization strategies
in North Beach. This project
is part of a City commitment to raise the quality and quantity
of public information available in an easily accessible and
user-friendly format.
Students
from various design and art schools and similar programs are
eligible to produce an exciting, creative, cutting edge, multimedia

Meetings Are Now Archived Online -- The City’s Commission
meetings are webcast live online. After a live webcast, the
meetings are archived. Other City meetings will be webcast,
as well as a continuous feed from Government Channel 20. You
need to have Windows Media Player properly installed and configured

Microsoft online. The download and installation usually

to Serve the Public – The City Miami Beach Answer
Center is the easiest way to contact City Hall. Friendly, professional,

for upgrading older properties. This unique opportunity will
be held on Thursday, September 11, 2003, from 8:30 a.m. to 11:00

Cities Cultural Exchange Welcomes Japanese Artists
– As part of the Miami Beach Sister Cities International cultural
exchange with its Sister City Fujisawa, Japan, a reception was
held on Sunday, July 27, from 4:00 p.m. to 6:00 p.m. to welcome
Japanese artists Akira Shimaya and Toru Minamimura at the ArtCenter/South
Florida, 924 Lincoln Road. The artists will have their artwork
displayed at the ArtCenter/South Florida.

Beach Commission to Make Decision on the Bay Link Transportation
Corridor Project – The City of Miami Beach will hold
a Special Commission Meeting to select a Locally Preferred Alternative
(LPA) for the Miami Beach segment of a proposed Miami - Miami
Beach Transportation Corridor, known as Bay Link. The selected
LPA, if any, will determine the transit technology and route
for the Bay Link in Miami Beach. The Special Commission meeting
will be held on Monday, September 8, 2003, at 5:00 p.m., in
the Commission Chambers at City Hall, 1700 Convention Center
Drive, third floor.

Options for Miami Beach -- The City of Miami Beach
will hold a Public Information Workshop regarding the evaluation
of rapid transit options for Miami Beach. This is the second
of two workshops being held for this study. The Workshop will
be held on Wednesday, June 25, 2003 from 6:00 p.m. to 8:00 p.m.,
in the Eden Roc Hotel’s Mona Lisa Room (lobby level), located

of Rapid Transit Public Information Workshop --
Come share your ideas and thoughts about the best mode of rapid

Share Tips at Miami Beach Hurricane Fair -- Hurricane Season
Begins June 1 –
The City of Miami Beach wants to ensure the safety of all its
residents and visitors and urges everyone to have a plan during
hurricane season, June 1 through November 30. Although the highest
activity of hurricane season does not begin until later in the
summer, it is never too early to be prepared because hurricanes
can form and strike at any time during the season. The 2003
pre-season has already seen one storm, Ana, develop in the Atlantic
Ocean.

Learn the Realities of a DUI Crash through Live Demo
– In recent years, over a three-year period throughout Florida,
there were 4,580 alcohol-related crashes involving underage
drinking drivers – 187 of these crashes were fatal. 412 of these
crashes occurred in Dade County – 11 were fatal.

Honored with Distinguished Budget Presentation Award -
The Government Finance Officers Association of the United States
and Canada (GFOA) awarded the City of Miami Beach with the GFOA’s
“Distinguished Budget Presentation Award” for its Adopted Budget
for Fiscal Year 2002-2003. This is the first time the City has
achieved this distinction.

Children Participate in Mock Commission Meeting -- In Observance
of National Municipal Clerk’s Week – On Wednesday,
May 7, 2003, selected students from Feinberg Fisher Elementary’s
Youth Empowerment Network learned about the local government
process by participating in a mock Miami Beach commission meeting,
in observance of National Municipal Clerk’s Week.

Weekend Plan – The City of Miami Beach will hold
a community town hall meeting on Monday, May 12, 2003 at 6:00
p.m. to discuss plans and disseminate information for this year’s
Memorial Day Weekend. The meeting will be held in the City Commission
Chambers, third floor, City Hall.

of Miami Beach Conducts Parking Demand Study (Acrobat)
- The Citywide Parking Demand Analysis originated as a process
to determine current and future adequacies of parking throughout
the City as a basis by which to prioritize and plan future parking
developments. Parking is clearly linked to the City’s economic
success. Moreover though, this process was not only based on
parking demand and conducting parking counts, but included a
comprehensive analysis of the City’s economic growth, land uses,
population trends, and effects of seasonality, collectively.

Beach Becomes First City to Provide SAP Service
– On Wednesday, April 30, 2003, the City of Miami Beach became
the first municipality in South Florida to provide SAP (Secondary
Audio Program) in Spanish on its government-access cable channel
20 (Charter Communications) for live City Commission meetings,
workshops and budget hearings.

Civic League Recognizes Civic Excellence – The City of Miami
Beach has been selected as one of 30 finalists for the 2003
All-America City Award; the only municipality in Miami-Dade
County to have been selected this year. The All-America City
Award is the nation's longest running and one of the most prestigious
civic recognition programs in the country.
