Executive Summary (Acrobat)

On December 16, 2003, Hillier presented the community with three different design options of a proposed citywide coordinated signage system. The signage system will include:

  • Three new gateway signs to the City
  • Signs directing visitors to major destinations
  • Prototype neighborhood entrance signs
  • Public parking directional signs
  • Beach walk and trail markers
Consensus was reached to combine the design concepts of Options B and C. Hillier will now prepare a design presentation that assimilates those comments. Once the new designs are completed, another public meeting will be held (tentatively scheduled within 30 to 60 days). Proposed Designs

Free "Funday" at the Youth Center -- Free Admission, Refreshments & Entertainment for Miami Beach Residents – Miami Beach residents are invited to a free day at the Scott Rakow Youth Center on Sunday, January 4, 10:00 a.m. to 2:00 p.m. for free admission, entertainment and refreshments. Residents must show proof of residency. The Scott Rakow Youth Center is located at 2700 Sheridan Avenue, Miami Beach.

The program is designed to help neighborhoods prepare for and respond after catastrophic disasters such as hurricanes, tornadoes, and other major emergencies.

FTAAThe Free Trade Area of the Americas (FTAA) Conference will take place in Miami from Sunday, November 16, 2003 through Friday, November 21, 2003. The venues will be the Inter-Continental Hotel, where all the dignitaries will stay and hold meetings, and the Hyatt Hotel.

New GSA Union Contract Signed - On Friday, October 17, 2003, a signing ceremony took place for the new Government Supervisor’s Association (GSA) three-year union contract. The GSA and City Administration successfully negotiated a contract that is beneficial to both parties after six negotiation sessions.

Miami Beach Regional Library Construction Completed - The City of Miami Beach celebrates the completion of the major construction phase of the new 42,000 sq ft. Miami Beach Regional Library, located at 227 23rd Street, on Thursday, October 16 at 6:30 p.m. The City of Miami Beach will "pass the keys" to Miami-Dade County Public Library System for the facility's final opening preparations. The library is expected to open to the public in early 2004.

Miami Beach Commission on the Status of Women Seeks Nominations for Women Worth Knowing Award 2004 -- Deadline December 5, 2003 – In celebration of Women’s History Month, the Miami Beach Commission on the Status of Women’s Women Worth Knowing program honors four local women for their contributions to the community. The Commission seeks nominations for women who are actively involved in fostering positive change in the community through involvement in civic and/or professional activities and meet the prerequisite and qualifications.

Miami Beach Hispanic Community Leaders Honored During Hispanic Heritage Month – The City of Miami Beach Hispanic Affairs Committee will honor Miami Beach’s Hispanic community leaders at a reception on Monday, October 13, 2003 at 6:00 p.m.. at Miami Beach City Hall’s fourth floor gallery as part of the City’s Hispanic Heritage Celebration.

Miami Beach Web Site Recognized with National Award – The City of Miami Beach was honored, last week, with the City-County Communications and Marketing Association (3CMA) Savvy Award for its Web site. The 3CMA Savvy Awards honor creative marketing and communications. The City was recognized in the Best Technology Services – Web Sites (population 55,000 to 160,000) category.

County's Annual Chlorination Process of Water Begins -- Public Advisory -- The Miami-Dade Water and Sewer Department will temporarily use a free chlorine treatment at each of its regional water treatment facilities from November 3 through 16, 2003 that will provide a somewhat stronger disinfection process than the combined chlorine treatment which is normally used.

BayLink - On Monday, September 8, 2003, the Miami Beach City Commission passed a Resolution approving the continuation of the Bay Link Transit Project into the final Environmental Impact Statement/Preliminary Engineering Phase of Study; and designating the streetcar mode as the optimal transit technology and designating a bi-directional loop route utilizing the Washington Avenue and Alton Road corridors as the locally preferred alternative (LPA) as described in the final HDR Report.

Please provide us with your suggestions and comments on the City’s Procedures for Noise Violation Enforcement. This document will be available for your review and comments until October 17, 2003. As you review the procedures, we respectfully request that you concentrate on the overall policy instead of specific verbiage. This will facilitate our internal assessment process of your valuable comments and suggestions. The City of Miami Beach will schedule another community meeting to discuss the proposed suggestions.

Miami Beach Acquires Beach Park Land from State of Florida - Miami Beach, FL – On August 26, 2003, the State of Florida Cabinet, sitting as the Board of Trustees of the Internal Improvement Trust Fund, approved the transfer of the 11 contiguous State-owned beachfront lots in Altos Del Mar, between 76th and 77th streets, to the City of Miami Beach for the sum of $10.00. Enrollment Opens for City’s Fall Neighborhood Leadership Academy -- Fall Classes Begin September 22 – The City of Miami Beach Neighborhood Leadership Academy opens enrollment for its fall classes. The Academy is an interactive civic and public information program designed for residents of Miami Beach. The no-tuition Academy offers Miami Beach residents an opportunity to learn more about City departments and their services in an interesting, fun and interactive experience. Residents enrolled in the 12-week Academy will have an opportunity to meet the people responsible for providing City services, gain insight into how the City works, and understand the role of each department. In addition, the Academy affords the City staff an opportunity to learn about residents’ needs as their customers and consumers of city services.

Miami Beach Water Meets Quality Standards - 2002 Water Quality Report Issued  – The City of Miami Beach and its partner Miami-Dade County Water and Sewer Department are dedicated to providing Miami Beach customers with a safe and reliable supply of high quality drinking water. The Miami Beach Public Works Department works hard to ensure that the water delivered by the system meets all standards for safety, reliability and quality. 

Miami Beach Hispanic Affairs Committee Seeks Nominations for Hispanic Heritage Month Awards  – The Miami Beach Hispanic Affairs seeks nominations for the 2003 Hispanic Heritage Month Awards. The Committee will select a winner in one of each of the following categories: public safety, business, education, and social services. 

Miami Beach’s Bond Rating Upgraded Again – Standard and Poor’s (S&P), one of the nation’s bond-rating services, has upgraded their rating on the City’s bonds from an A+ to an AA-, which is the second upgrade for the City from this firm in six months. In addition, Moody’s has affirmed their A1 rating and has upgraded their outlook for the City from stable to positive. This is a very significant accomplishment for the City of Miami Beach and reflects the City’s continuing efforts to improve its financial position.

NORTH BEACH MIMO ARCHITECTURE MULTIMEDIA/WEB DESIGN COMPETITION - The City of Miami Beach is sponsoring a multimedia presentation/web design competition.  The presentation is intended to inform and educate the public about the NorthBeach area of the City and its wealth of Miami Modern (MiMo) architecture.  The City is currently planning and implementing revitalization strategies in North Beach. This project is part of a City commitment to raise the quality and quantity of public information available in an easily accessible and user-friendly format.

Sister Cities Cultural Exchange Welcomes Japanese Artists – As part of the Miami Beach Sister Cities International cultural exchange with its Sister City Fujisawa, Japan, a reception was held on Sunday, July 27, from 4:00 p.m. to 6:00 p.m. to welcome Japanese artists Akira Shimaya and Toru Minamimura at the ArtCenter/South Florida, 924 Lincoln Road. Miami Beach Commission to Make Decision on the Bay Link Transportation Corridor Project – The City of Miami Beach will hold a Special Commission Meeting to select a Locally Preferred Alternative (LPA) for the Miami Beach segment of a proposed Miami - Miami Beach Transportation Corridor, known as Bay Link. The selected LPA, if any, will determine the transit technology and route for the Bay Link in Miami Beach. The Special Commission meeting will be held on Monday, September 8, 2003, at 5:00 p.m., in the Commission Chambers at City Hall, 1700 Convention Center Drive, third floor.

Modes of Rapid Transit Public Information Workshop -- Come share your ideas and thoughts about the best mode of rapid transit to link Miami Beach to the region on Wednesday, May 28 at 6:00 p.m. Your comments will guide the City in developing a recommendation. Experts Share Tips at Miami Beach Hurricane Fair -- Hurricane Season Begins June 1 –  The City of Miami Beach wants to ensure the safety of all its residents and visitors and urges everyone to have a plan during hurricane season, June 1 through November 30. Although the highest activity of hurricane season does not begin until later in the summer, it is never too early to be prepared because hurricanes can form and strike at any time during the season. The 2003 pre-season has already seen one storm, Ana, develop in the Atlantic Ocean.

Teens Learn the Realities of a DUI Crash through Live Demo  – In recent years, over a three-year period throughout Florida, there were 4,580 alcohol-related crashes involving underage drinking drivers – 187 of these crashes were fatal. 412 of these crashes occurred in Dade County – 11 were fatal.

City Honored with Distinguished Budget Presentation Award - The Government Finance Officers Association of the United States and Canada (GFOA) awarded the City of Miami Beach with the GFOA’s “Distinguished Budget Presentation Award” for its Adopted Budget for Fiscal Year 2002-2003. This is the first time the City has achieved this distinction.

Elementary Children Participate in Mock Commission Meeting -- In Observance of National Municipal Clerk’s Week  – On Wednesday, May 7, 2003, selected students from Feinberg Fisher Elementary’s Youth Empowerment Network learned about the local government process by participating in a mock Miami Beach commission meeting, in observance of National Municipal Clerk’s Week.

Miami Beach Holds Town Hall Community Meeting on Memorial Day Weekend Plan  – The City of Miami Beach will hold a community town hall meeting on Monday, May 12, 2003 at 6:00 p.m. to discuss plans and disseminate information for this year’s Memorial Day Weekend. The meeting will be held in the City Commission Chambers, third floor, City Hall.

City of Miami Beach Conducts Parking Demand Study (Acrobat) - The Citywide Parking Demand Analysis originated as a process to determine current and future adequacies of parking throughout the City as a basis by which to prioritize and plan future parking developments. Parking is clearly linked to the City’s economic success. Moreover though, this process was not only based on parking demand and conducting parking counts, but included a comprehensive analysis of the City’s economic growth, land uses, population trends, and effects of seasonality, collectively. Miami Beach Becomes First City to Provide SAP Service  – On Wednesday, April 30, 2003, the City of Miami Beach became the first municipality in South Florida to provide SAP (Secondary Audio Program) in Spanish on its government-access cable channel 20 (Charter Communications) for live City Commission meetings, workshops and budget hearings.

Miami Beach Auctions Its Surplus & Police Confiscated Inventory - The City of Miami Beach will hold its annual surplus and police confiscated inventory public auction on Saturday, April 26, 2003 at 10:00 a.m., at the Miami Beach Convention Center, Hall D, 1901 Convention Center Drive. A special Preview/Sealed Bid Offering will be scheduled by appointment for Friday, April 25, 2003, for members of the Jewish community that are unable to attend the auction on Saturday.

Marseille Drive Streetscape Improvements Continue with Water Main Installation – The Marseille Drive Streetscape Improvements Project began at the end of January, 2003. Now, a water main replacement at Normandy Drive and Rue Notre Dame will restrict the traffic flow April 1 through 4 from 9:00 a.m. to 3:00 p.m. One lane of traffic will remain open during this time. The water main replacement is a significant upgrade to this waterfront multi-family neighborhood of Normandy Isle in North Beach, Miami Beach.

Miami Beach Reviews Charter for Possible Revisions - Public Encouraged to Participate in the Process -- Every 10 years, the City of Miami Beach forms a committee to review the City Charter. The public is encouraged to participate in this process.

Acceptance of Passport Applications - City of Miami Beach Neighborhood Services Department Answer Center located at City Hall (1700 Convention Center Drive, first floor) accepts passport applications Monday through Friday from 9:00 AM to 3:00 PM only.

Miami Beach Joins Baynanza Clean-Up  – As part of the county-wide Baynanza, volunteers are invited to participate in the City of Miami Beach, North Shore Open Space Park, exotic plant removal and planting of native trees and plants event. The event will take place on Saturday, April 5, 2003, from 9:00 a.m. to 12:00 noon.

Council for Excellence in Government Visits South Florida to Benchmark Community Leaders & Organizations -- Miami Beach City Manager Tops the List of Municipal Government Leaders – On Tuesday, March 11, senior federal executives participating in a leadership development program with the Council for Excellence in Government will be in South Florida to meet with several leaders and organizations to benchmark their best practices to take back to their federal agencies and implement some of their findings at the federal level. Council fellows visit leading private, not-for-profit and government organizations to meet with leaders who share their insights on achieving high performance.

City of Miami Beach Implements Enhanced Beach Vehicle Policy– Miami Beach City Manager Jorge M. Gonzalez recently met with City departments to assess the appropriate uses of vehicles on the beach and to review its current policies and develop a citywide policy under which all departments will be governed.

Miami Beach Dedicates and Renames Park in Honor of Marjory Stoneman Douglas – On Friday, February 28, 2003, the City of Miami Beach held a renaming and dedication ceremony of Marjory Stoneman Douglas Ocean Beach Park, in honor of the preservationist that is known for her efforts to protect the natural resources of Florida.

Crime in Miami Beach Drops for Sixth Consecutive Year– On Wednesday, February 19, 2003, the City of Miami Beach announced that Part I reported crimes dropped 7.4 percent in 2002 from 2001. This follows a decrease of 9.5 percent from the prior year. This signifies the continuation of the downward trend in crime in the City over the last six years. There has been a total crime reduction of 38.34 percent since 1996.

Miami Beach Honors Women Worth Knowing -- As Part of Women’s History Month – In celebration of Women’s History Month, the City of Miami Beach Commission on the Status of Women will honor local women for their contributions to the community in a ceremony on Monday, March 31, 2003 at 6:30 p.m. at the Jackie Gleason Theater.

City Welcomes New Director of Tourism and Cultural Development  – The City of Miami Beach recently appointed Donna Shaw as the Director of Tourism and Cultural Development beginning in early February, 2003. The newly created department's mission will be to further develop the City’s focus on tourism and culture.

City Opens Miami Beach Golf Club – Its Newest Star Attraction - With 128 acres of lush fairways and perfectly manicured greens, Miami Beach Golf Club offers a world-class challenge in the heart of historic Miami Beach. The opening of the new Miami Beach Golf Club will elevate the state of golf on the Beach to a whole new level.

Online Registration for Parks & Recreation Winter/Spring Programs - The Winter program of activities begins December 30, 2002 and ends March 30, 2003 at the Scott Rakow Youth Center, P.A.L. and Playgrounds. The Spring quarter of activities begins March 31 and ends June 15, 2003.  

City’s Historic Spanish Village Gets a Makeover -- Come and Celebrate the Re-Opening of Espanola Way --  Tucked away within the City's Art Deco district is Espanola Way, an evocation of romantic Old Spain that began as the vision of Industrialist William Whitman in the 1910s. Celebrate the successful completion of the Española Way streetscape project.

Miami Beach Seeks Community Heroes Nominations – The City of Miami Beach is seeking nominations for the fourth annual Community Heroes Awards, a program to commemorate the achievements of individuals and organizations benefiting the residents of Miami Beach. It is an annual awards program with a celebration that coincides with the Community Development Week celebration in Miami Beach. This year, National Community Development Week will be held on the week of April 21 - 27.

Miami Beach Opens Application Period for Funding Programs – The City of Miami Beach announces the opening of the application period for three funding programs: Community Development Block Grant Program; Emergency Shelter Grants Program; and Home Investment Partnerships Program.

Standards & Poor’s Upgrades City’s Bond Rating – Standards & Poor’s (S&P), one of the nation’s bond-rating services, upgraded the City's rating on its bonds from an A to an A+. This is a significant accomplishment for the City of Miami Beach and reflects continuing efforts to improve its financial position. During Fiscal Year 2001, the City received an A1 rating from Moody's. Both ratings are the highest to be achieved in the City's history.

City Places Central Parking Pay Stations to the Test – In the continuing efforts to improve the City's parking systems, the City of Miami Beach Parking Department will begin testing a new payment method for parking. The new "Pay and Display" Central Pay Stations will be installed for 90 days beginning January 22 on Ocean Drive between 7 and 10 streets and at the NE 17 Street and Meridian Avenue parking lot (behind the 777 17th Street building).

Miami Beach Celebrates Black History Month -- Bridging the Community through Art, Culture and Business – In keeping with the theme of this year’s Miami Beach Black History Month celebration, "Bridging the Community through Art, Culture and Business," the City of Miami Beach is showcasing a month-long exhibit of works by international and local artists and will honor the Miami-Dade Chamber of Commerce for its long-standing leadership role in the African-American community.

Miami International Boat Show Sets Anchor in Miami Beach -- Park & Ride Transportation Available – Celebrating its 62nd anniversary, this year's show will feature the latest powerboats, engines, electronics, and accessories from more than 2,300 exhibitors on more than 2.5 million square feet of exhibition space. The Miami International Boat and Sailboat Show is the greatest boat show in North America. The show will be open from February 13 through 18, 2003. Show hours are Thursday from 10:00 a.m. to 6:00 p.m.; Friday - Monday from 10:00 a.m. to 8:00 p.m.; and Tuesday from 10:00 a.m. to 6:00 p.m. Additionally, the Brokerage Yacht Show is held on Indian Creek Waterway (February 13 – 17).

29th Annual Miami Beach Festival of the Arts - February. 8th & 9th – in North Beach - It’s that time of year! In February, the prestigious Miami Beach Festival of the Arts returns to North Beach’s beautiful seaside promenade – Ocean Terrace. For the first time, North Beach Development Corporation is producing the annual festival – the perfect "artplace" with paintings, sculpture, photography, ceramics, glass, and jewelry – right on the beach.
