Permit Fees Refunds

Permit fees as well as refunds are established by the City Commission pursuant to City Ordinances: 2015-3979, 2015-3980 , and 2017-4153 . Permits, inspections, and other fees of the City of Miami Beach Building Department are levied and imposed and shall apply to Building, Plumbing, Electrical, and Mechanical permits and other activities undertaken by the Building Department. Refund Policy:  All refunds will be made payable to the Property Owner of record listed in the permitting system.

General Information:

Based on Sec. 14-62 of Ordinances mentioned above, no refunds shall be made on requests involving:

  • Minimum permit fee(s) and upfront fee(s)
  • Permits for which plans review has commenced or inspections performed
  • Permits under which work has commenced as evidenced by any recorded inspection having made by the city, unless the refund is due to an overcharge by the city
  • Permits revoked by the Building Official under authority granted by the Florida Building Code
  • Permits cancelled by court order
  • Permits which have expired
  • When there is a Change of contractor, the original permit holder is not entitled to any refund.

Section 14-62 (3):

  • Permits under which no inspections were performed are entitled to a 50% refund of the Building Permit Fee line item if requested within 90 days of permit issuance. No refund shall be provided after 90 days expires.

Non-Refundable Fees:

A refund will be given minus the following non-refundable fees as indicated in the City of Miami Beach Fee Guide:

  • Minimum permit and upfront fees
  • Miami Dade County Code Compliance
  • State of Florida fees mandated by Florida Statutes sections 553.721 and 468.631

To process a refund, the permit holder shall submit a Permit Refund Request Form.

Refunds for Overcharge:

Refunds of an overcharge of permit fees must meet the following conditions:

  • Submission of a Permit Refund Request form from the permit holder explaining the overcharge
  • The permit is still valid
  • The permit has not been revoked
