In 2016, following active public engagement, including a community charette process and the Mayor’s North Beach Master Plan Steering Committee, the City Commission adopted Dover Kohl’s North Beach Master Plan. The Master Plan proposed projects, strategies, and planning initiatives for improving North Beach quality of life, and suggested the possibility of a CRA as a funding method to bring the Master Plan to life.  In 2017, the City Commission referred discussions to two commission committees, in order to explore the possibility of a CRA in North Beach and other creative financing tools for improving North Beach. In order to implement the projects contained in the North Beach Master Plan, both the Finance and Citywide Projects Committee and the Neighborhoods and Community Affairs Committee recommended that the City Commission formally request that Miami-Dade County create a CRA.  In 2018, the City Commission accepted the committee recommendations and directed the Administration to initiate discussions with Miami-Dade County and to engage a consultant to assist with economic analysis. In 2019, the City Commission adopted the consultant’s preliminary report, which identified the existence of several conditions that are considered as blighted under Florida law. The City Commission directed transmittal of the report to Miami-Dade County, to continue negotiations regarding the need for a North Beach redevelopment plan.

  • Neighborhoods and Community Affairs Committee discusses financing methods for enhancement of North Beach and recommends that City staff be directed to identify a list of Master Plan projects to implement using TIF funding (January 24, 2018)
  • 2018-30170 Resolution Accept the recommendation of the Finance and Citywide Projects Committee, and authorize the Administration to initiate discussions with Miami-Dade County to determine the feasibility of creating a community redevelopment agency for the North Beach area or portions thereof; further, authorize the Administration to engage a consultant to assist the City with respect to the community redevelopment process; and further, direct the Administration to develop a presentation at the City Commission budget retreat, with regard to other funding options to support projects in North Beach, including options for either a dedicated City tax increment financing district, or a dedicated millage or other revenue source identified through the annual budget process

Resolution No. 2018-30171 Accept the recommendation of the Neighborhood and Community Affairs Committee, and authorize the Administration to develop a quality of life plan that includes options with respect to traffic, parking and neighborhood projects, consistent with the North Beach Master Plan, with such projects to potentially be funded by a dedicated funding stream for the benefit of the North Beach area  (February 14, 2018)

  • Neighborhoods and Community Affairs Committee discusses North Beach funding options and quality of life plan consistent with the North Beach Master Plan, and directs the Administration to move forward with meetings with the County for developing a CRA (June 20, 2018)
  • Resolution No. 2018-30432 Accept recommendation of the Neighborhoods and Community Affairs Committee  to commence discussions with Miami-Dade County to create a community redevelopment agency for North Beach (July 25, 2018)
  • Resolution No. 2019-30892 Accept preliminary report concerning a finding of necessity for the redevelopment of a certain geographic area located within the City of Miami Beach, described generally as bounded being bounded by 87th Terrace to the north, the Atlantic Ocean to the east, 65th Street to the south, and Rue Notre Dame to the east, so as to permit the City of Miami Beach to establish a community redevelopment agency for the aforesaid area (July 17, 2019)
