Es stellt Bundesstaaten und lokalen Verwaltungen wichtige Finanzmittel zur Verf\u00fcgung, die f\u00fcr verschiedene Programmbereiche erforderlich sind. JAG-Mittel k\u00f6nnen f\u00fcr lokale Initiativen wie zus\u00e4tzliches Personal, Ausr\u00fcstung, Material, Vertragsunterst\u00fctzung, Schulungen, technische Unterst\u00fctzung und Informationssysteme f\u00fcr die Strafjustiz verwendet werden, darunter f\u00fcr einen oder mehrere der folgenden Bereiche:<\/p>\n<ul>\n<li>Strafverfolgungsprogramme.<\/li>\n<li>Strafverfolgungs- und Gerichtsprogramme<\/li>\n<li>Pr\u00e4ventions- und Aufkl\u00e4rungsprogramme.<\/li>\n<li>Korrektur- und Bew\u00e4hrungshilfeprogramme.<\/li>\n<li>Drogenbehandlungs- und -bek\u00e4mpfungsprogramme.<\/li>\n<li>Planungs-, Bewertungs- und Technologieverbesserungsprogramme.<\/li>\n<li>Programme f\u00fcr Opfer und Zeugen von Straftaten (au\u00dfer Entsch\u00e4digungen).<\/li>\n<li>Programme zur psychischen Gesundheit und damit verbundene Programme zur Strafverfolgung und zum Strafvollzug.<\/li>\n<\/ul>\n<p>Das Justizministerium verlangt von der antragstellenden Beh\u00f6rde die Annahme bestimmter Bescheinigungen und Zusicherungen. Diese umfassen unter anderem die folgenden drei Punkte, die wie folgt zusammengefasst werden: 1) Mittel des JAG-Programms d\u00fcrfen nicht zur Ersetzung von Landes- oder Kommunalmitteln verwendet werden, sondern m\u00fcssen dazu dienen, die Mittel zu erh\u00f6hen, die ohne Bundesmittel f\u00fcr Strafverfolgungsma\u00dfnahmen zur Verf\u00fcgung st\u00fcnden; 2) Der Antrag muss dem zust\u00e4ndigen Gremium zur Pr\u00fcfung vorgelegt werden; und 3) Der Antrag muss \u00f6ffentlich zug\u00e4nglich gemacht werden, und den B\u00fcrgern muss die M\u00f6glichkeit zur Stellungnahme einger\u00e4umt werden. Die Beschaffung dieser Ausr\u00fcstung ist die erste Phase einer dringend notwendigen Initiative, mit der \u2013 durch weitere Mittel \u2013 schlie\u00dflich alle Ersthelfer und Spezialeinheiten ausgestattet werden sollen. Die beiden Ausr\u00fcstungsgegenst\u00e4nde und ihre geplanten Einsatzgebiete entsprechen der zul\u00e4ssigen Verwendung der JAG-Mittel.<\/p>\n<p>Das Projekt wird wie folgt umgesetzt:<\/p>\n<ul>\n<li><u>Phase 1 &#8211; Equipment and Vendor Identification (Month 1 to 12)<\/u>: Recherche zu ballistischen Schilden und medizinischen Traumasets, um die notwendigen Spezifikationen zu entwickeln und den Beschaffungsprozess gem\u00e4\u00df den st\u00e4dtischen und bundesstaatlichen Beschaffungsrichtlinien abzuschlie\u00dfen, um einen Anbieter auszuw\u00e4hlen.<\/li>\n<li><u>Phase 2 &#8211; Equipment Acquisition (Month 13 to 18)<\/u>: Kauf und Empfang der Ausr\u00fcstung.<\/li>\n<li><u>Phase 3 &#8211; Training, Deployment, and Evaluation (Month 19 to 36)<\/u>: Since the Department is purchasing two different pieces of protective equipment, this phase of the project will differ for each. For the ballistic shieds, the supervisor for the Deparment&#8217;s Rapid Internvetion Team (RIT) will identify five (5) officers to receive specialized training and be issued the purchased shields. These officers will go through an in-house certification\/training session developed by the Department&#8217;s Training Unit (TU) to ensure optimal usage of the equipment as well as usage consistent with departmental policies. For the trauma medical kits, the Department&#8217;s Training Unit (TU) will develop a curriculum and train two (2) cohorts of twenty (20) officers. Once trained, a trauma medical kit will be assigned to each officer. For both pieces of equipment, data will be tracked, including number of times used, characteristics surrounding the the utilization, and outcomes.
