Juli 2019 akzeptierte die Stadtkommission mit Resolution Nr. 2019-30892 die Feststellung der Notwendigkeit, damit die Stadt den Landkreis ersuchen konnte, die Befugnis zur Einrichtung einer Agentur f\u00fcr Gemeindesanierung zu delegieren. Am 31. Oktober 2019 legte die Stadt Miami Beach die Feststellung der Notwendigkeit dem Ausschuss f\u00fcr Steuererh\u00f6hungsfinanzierung (\u201eTIF\u201c) des Miami-Dade County vor, der die in der Feststellung der Notwendigkeit enthaltene Erkl\u00e4rung der Notwendigkeit akzeptierte und einen Antrag stellte, der Stadt zu empfehlen, eine Ausweitung der Grenze auf die Gebiete Crespi und North Shore in Betracht zu ziehen, um wirtschaftliche M\u00f6glichkeiten f\u00fcr diese Wohngebiete zu schaffen. Die Mitarbeiter der Stadt \u00fcberarbeiteten die Feststellung der Notwendigkeit, um die vom TIF-Ausschuss des Landkreises empfohlenen Gebiete einzubeziehen. Nach einer Reihe von Gemeindeversammlungen und R\u00fcckmeldungen von Anwohnern, die sich gegen eine erweiterte Grenze aussprachen, beschloss die Stadt jedoch, bei den urspr\u00fcnglichen Grenzen, wie sie in Resolution Nr. 2019-30892 festgelegt wurden, fortzufahren.<\/p>\n<p>Am 8. Juli 2020 verabschiedete das Board of County Commissioners des Miami-Dade County in Florida (das \u201eBCC\u201c) die Resolution Nr. R-619-20, mit der das County: (1) die Feststellung der Stadt zur Notwendigkeit der Schaffung des North Beach CRA akzeptierte und (2) der Stadt die gesetzliche Befugnis \u00fcbertrug, das North Beach CRA zu schaffen und einen Sanierungsplan f\u00fcr das North Beach Redevelopment Area vorzubereiten und zu verabschieden.<\/p>\n<p>Aufgrund der Kompetenz\u00fcbertragung durch den Landkreis beteiligte sich die Stadt intensiv an der \u00d6ffentlichkeit, um den Sanierungsplan vorzubereiten. Zeitgleich mit der Ausarbeitung des Sanierungsplans durch die Stadt schlossen die Stadt, die North Beach CRA und die Kreisverwaltungen eine interkommunale Kooperationsvereinbarung (die \u201einterkommunale Vereinbarung\u201c) ab, um ihre jeweiligen Zust\u00e4ndigkeitsbereiche f\u00fcr die Sanierung des Sanierungsgebiets abzugrenzen.<\/p>\n<p>Am 10. Februar 2021 gr\u00fcndeten der B\u00fcrgermeister und die Stadtkommission mit der Annahme der Resolution Nr. 2021-31596 offiziell die North Beach CRA gem\u00e4\u00df Abschnitt 163.357 der Florida Statutes und erkl\u00e4rten den B\u00fcrgermeister und die Stadtkommission zum Leitungsgremium der North Beach CRA.<\/p>\n<p>Am 12. Mai 2021 verabschiedeten der Vorsitzende und die Mitglieder des North Beach CRA-Vorstands gem\u00e4\u00df Resolution Nr. 003-2021 den Sanierungsplan und \u00fcbermittelten ihn gem\u00e4\u00df \u00a7 163.360(5) der Florida Statutes zur Genehmigung an die Stadtkommission. Dar\u00fcber hinaus genehmigten der Vorsitzende und die Vorstandsmitglieder gem\u00e4\u00df Resolution Nr. 004-2021 die Interlokale Vereinbarung, erm\u00e4chtigten den Vorsitzenden und den Sekret\u00e4r zur Unterzeichnung der Interlokalen Vereinbarung und genehmigten die \u00dcbermittlung der unterzeichneten Interlokalen Vereinbarung an den Bezirksrat des Miami-Dade County zur Pr\u00fcfung und Genehmigung.<\/p>\n<p>Ebenso genehmigten B\u00fcrgermeister und Stadtkommission am 12. Mai 2021 gem\u00e4\u00df Resolution Nr. 2021-31709 den Sanierungsplan f\u00fcr das CRA North Beach und autorisierten dessen \u00dcbermittlung an den Landkreis. Gleichzeitig genehmigten B\u00fcrgermeister und Stadtkommission gem\u00e4\u00df Resolution Nr. 2021-31710 die Interlokale Vereinbarung, erm\u00e4chtigten B\u00fcrgermeister und Stadtschreiber zur Unterzeichnung der Interlokalen Vereinbarung und erm\u00e4chtigten den Stadtverwalter, die unterzeichnete Interlokale Vereinbarung dem Bezirksrat von Miami-Dade County zur Pr\u00fcfung und Genehmigung zu \u00fcbermitteln.<\/p>\n<p>Am 20. Juli 2021 genehmigte der Bezirksrat von Miami-Dade County die Verordnung Nr. 21-70 zur Einrichtung des North Beach CRA Trust Fund und die Resolution Nr. R-696-21 zur Genehmigung des Sanierungsplans und der endg\u00fcltigen, ausgehandelten interlokalen Vereinbarung in der ge\u00e4nderten Fassung.<\/p>\n<p>Am 28. Juli 2021 verabschiedete der Vorstand der North Beach CRA die Resolution Nr. 005-2021 zur Annahme der Interlocal-Vereinbarung. Auch die Stadtkommission genehmigte die Interlocal-Vereinbarung mit der Resolution Nr. 2021-31817.<\/p>\n\t\t\t\t\t\t<h5>F\u00f6rderprogramme<\/h5>\n\t\t\t<p><strong><a
