B\u00fcrgermeister und Stadtr\u00e4te nehmen jeweils eine direkte Ernennung vor. Die anderen sieben Ausschussmitglieder setzen sich entweder aus st\u00e4dtischen Gesch\u00e4ftsinhabern oder Mitgliedern der folgenden Gemeindeorganisationen zusammen. Sie werden jeweils mit Stimmenmehrheit der Stadtkommission ernannt:<\/p>\n(1) Ausschuss f\u00fcr Verkehr und Parken der Handelskammer von Miami Beach;<br \/>\n(2) Eine Nachbarschaftsvereinigung in South Beach;<br \/>\n(3) Ein Gesch\u00e4ftsinhaber in South Beach oder eine Gesch\u00e4ftsvereinigung in South Beach;<br \/>\n(4) Eine Mid-Beach-Nachbarschaftsvereinigung;<br \/>\n(5) Ein Gesch\u00e4ftsinhaber in Mid-Beach oder eine Gesch\u00e4ftsvereinigung in Mid-Beach;<br \/>\n(6) Eine Nachbarschaftsvereinigung in North Beach; und<br \/>\n(7) Ein Unternehmer oder eine Unternehmensvereinigung in North Beach. Im Sinne dieses Abschnitts haben die nachstehend aufgef\u00fchrten Begriffe folgende Bedeutung:<br \/>\nSouth Beach: Grenzen s\u00fcdlich der 23. Stra\u00dfe;<br \/>\nMid-Beach: Grenzen zwischen 23rd Street und 63rd Street;<br \/>\nNorth Beach: Grenzen n\u00f6rdlich der 63. Stra\u00dfe\n<p>St\u00e4dtischer Gesch\u00e4ftsinhaber: Eine Person, die seit mindestens sechs Monaten Eigent\u00fcmer oder Anteile an einem seit mindestens sechs Monaten in der Stadt ans\u00e4ssigen Unternehmen besitzt. Eigentumsanteil bedeutet einen Anteil von mindestens zehn Prozent (10%) an einem Unternehmen (einschlie\u00dflich mindestens 10% des ausstehenden Grundkapitals). Unter Unternehmen versteht man jedes Einzelunternehmen, jede Sponsoringgesellschaft, jede Kapitalgesellschaft, jede Gesellschaft mit beschr\u00e4nkter Haftung oder jede andere juristische Person oder Unternehmensvereinigung.<\/p>\n<p>Die Mitglieder des Ausschusses w\u00e4hlen j\u00e4hrlich einen Vorsitzenden und weitere Amtstr\u00e4ger, die nach Ermessen des Ausschusses t\u00e4tig werden. Sieben Mitglieder bilden das Quorum des Ausschusses und sind f\u00fcr die Beschlussfassung erforderlich.<\/p>\n\t<p><a href=\"https:\/\/library.municode.com\/fl\/miami_beach\/codes\/code_of_ordinances?nodeId=SPAGEOR_CH2AD_ARTIIIAGBOCO_DIV25TRPABIDEFACO\">Miami Beach Stadtgesetzbuch Abschnitt 2-190<\/a><\/p>\n<p><strong>ZWECK<\/strong><\/p>\n<p>Der Ausschuss f\u00fcr Verkehr, Parken und Rad- und Fu\u00dfg\u00e4ngereinrichtungen ber\u00e4t den Stadtdirektor und die Stadtkommission in Verkehrs- und Parkfragen der einzelnen Stadtviertel und tr\u00e4gt dazu bei, das Leben der Einwohner und Besucher zu verbessern, indem er die Entwicklung, die ordnungsgem\u00e4\u00dfe Verwaltung, die Sicherheit und die Nutzung \u00f6ffentlicher Einrichtungen f\u00fcr Radfahrer und Fu\u00dfg\u00e4nger f\u00f6rdert. Ziel dieses Ausschusses ist es, die Entwicklung von Programmen, die Umsetzung von L\u00f6sungen und die \u00dcbermittlung von Empfehlungen an die Stadt zu unterst\u00fctzen, die finanziell vertretbar sind. Der Ausschuss soll dazu beitragen, die kritischen Verkehrs- und Parkprobleme unserer wachsenden, dynamischen Gemeinde zu l\u00f6sen.<\/p>\n<p><strong>BEFUGNISSE UND PFLICHTEN<\/strong><\/p>\n<p>Der Ausschuss hat folgende Aufgaben, Funktionen, Befugnisse und Verantwortlichkeiten:<\/p>\n<p>1) Die Stadtkommission und den Stadtdirektor beratend in Fragen des Verkehrs und Parkens und deren Auswirkungen auf die Stadtgemeinden zu unterst\u00fctzen. Die Stadtkommission oder der Stadtdirektor sollen \u00f6ffentliche Angelegenheiten im Zusammenhang mit Verkehr und Parken vor ihrer Annahme oder Umsetzung an den Ausschuss zur Pr\u00fcfung und Empfehlung weiterleiten.<\/p>\n<p>2) Ausarbeitung und Empfehlung von Pl\u00e4nen und Programmen zur Koordinierung der Aktivit\u00e4ten staatlicher Stellen im Bereich Verkehr und Parken und ihrer Auswirkungen auf die Stadt.<\/p>\n<p>3) Der ausdr\u00fcckliche Zweck dieses Ausschusses besteht darin, den verantwortlichen Personen als Instrument zu dienen, das sie nutzen und mit dem sie sich beraten k\u00f6nnen, um die Anliegen der Stadt in Bezug auf Verkehrs- und Parkprobleme zu verstehen und zu l\u00f6sen und dem Stadtverwalter oder der Stadtkommission Empfehlungen zu derartigen Angelegenheiten zu unterbreiten.<\/p>\n<p>4) Der Ausschuss soll dem Stadtverwalter oder der Stadtkommission au\u00dferdem Empfehlungen zur Nutzung, zum Betrieb, zur Sicherheit, zur Verwaltung und zur Entwicklung \u00f6ffentlicher Fahrrad- und Fu\u00dfg\u00e4ngereinrichtungen f\u00fcr die Ma\u00dfnahmen geben, die ihnen angemessen erscheinen.<\/p>\n<p>5) Erf\u00fcllung sonstiger Aufgaben, die ihm von Zeit zu Zeit vom Stadtverwalter oder der Stadtkommission zugewiesen werden.<\/p>\n<p><strong>ZUSAMMENSETZUNG<\/strong><\/p>\n<p>Der Ausschuss besteht aus 14 stimmberechtigten Mitgliedern. B\u00fcrgermeister und Stadtr\u00e4te nehmen jeweils eine direkte Ernennung vor. Die \u00fcbrigen sieben Ausschussmitglieder setzen sich aus Mitgliedern der folgenden Gemeindeorganisationen zusammen und werden jeweils mit Stimmenmehrheit der Stadtkommission ernannt:<\/p>\n<p>1) Ausschuss f\u00fcr Transport und Parken der Handelskammer von Miami Beach;<\/p>\n<p>2) Eine Nachbarschaftsvereinigung von South Beach;<\/p>\n<p>3) Ein Wirtschaftsverband in South Beach;<\/p>\n<p>4) Eine Nachbarschaftsvereinigung f\u00fcr Mid-Beach;<\/p>\n<p>5) Ein Mid-Beach-Unternehmensverband;<\/p>\n<p>6) Nachbarschaftsverein North Beach; und<\/p>\n<p>7) Ein Wirtschaftsverband in North Beach.<\/p>\n<p>Die Ausschussmitglieder w\u00e4hlen j\u00e4hrlich einen Vorsitzenden und weitere erforderliche oder w\u00fcnschenswerte Amtstr\u00e4ger, die nach dem Willen des Ausschusses t\u00e4tig werden.
