Januar 1993 verabschiedete Miami-Dade County (das \u201eCounty\u201c) die Resolution Nr. R-14-93, in der (i) das City Center RDA als \u201everfallenes Gebiet\u201c im Sinne von Teil III von Kapitel 163 der Florida Statutes eingestuft wurde und (ii) der Stadt Miami Beach gem\u00e4\u00df Abschnitt 163.410 der Florida Statutes bestimmte Befugnisse \u00fcbertragen wurden, die der County Commission als Leitungsgremium von Dade County durch Teil III von Kapitel 163 der Florida Statutes in Bezug auf das Sanierungsgebiet verliehen wurden, sodass die City Commission diese Befugnisse entweder direkt oder \u00fcber ihre ordnungsgem\u00e4\u00df benannte Gemeindesanierungsagentur aus\u00fcben kann.<\/p>\n<p>Am 3. Februar 1993 verabschiedete die Stadt die Resolution Nr. 93-20709, mit der eine Agentur zur Gemeindesanierung (die \u201eMiami Beach Redevelopment Agency\u201c oder \u201eRDA\u201c) eingerichtet und die Mitglieder der Stadtkommission zu Mitgliedern der RDA erkl\u00e4rt wurden.<\/p>\n<p>Am 12. Februar 1993 verabschiedete die Stadt die Resolution Nr. 93-20721, mit der der Sanierungs- und Revitalisierungsplan der RDA f\u00fcr das Stadtzentrum\/Historische Convention Village (der \u201eSanierungsplan\u201c) zur Sanierung und Revitalisierung des Sanierungsgebiets angenommen wurde.<\/p>\n<p>Am 16. November 1993 schlossen der Landkreis und die Stadt eine Vereinbarung \u00fcber die interkommunale Zusammenarbeit, mit der der Landkreis der Stadt bestimmte durch das Gesetz gew\u00e4hrte Sanierungsbefugnisse \u00fcbertrug, darunter die Schaffung des Sanierungsgebiets und die Umsetzung des Sanierungsplans, jedoch nicht darauf beschr\u00e4nkt.<\/p>\n<p>Das 135 Hektar gro\u00dfe Stadtzentrum\/Historische Convention Village Redevelopment and Revitalization Area, das 1993 eingerichtet wurde, stellte den Finanzierungsmechanismus f\u00fcr die Entwicklung von zwei Hotels in Kongressqualit\u00e4t bereit, die beide aus \u00f6ffentlich-privaten Partnerschaften mit der RDA hervorgegangen sind (das Loews Miami Beach Hotel mit 800 Zimmern und das Royal Palm Crowne Plaza Hotel mit 425 Zimmern, wobei letzteres das erste Hotel in den Vereinigten Staaten war, das sich in afroamerikanischem Besitz befand). Neben anderen Zielen wurde die RDA gem\u00e4\u00df dem Redevelopment Plan gegr\u00fcndet, um die notwendigen Verbindungen zwischen dem Miami Beach Convention Center, den Hotels und kulturellen Einrichtungen der Umgebung sowie den nahegelegenen Unterhaltungs-, Wohn- und Gesch\u00e4ftsvierteln herzustellen und so das Gef\u00fcge einer echten st\u00e4dtischen Innenstadt zu f\u00f6rdern und zu st\u00e4rken.<\/p>\n\t<hr \/>\n<p><u><strong>Geografische Grenzen und Karte<\/strong><\/u><\/p>\n<p>Das allgemein als City Center bekannte Redevelopment and Revitalization Area des Historic Convention Village umfasst das Gebiet, das im Norden von der 24th Street, im Westen von der West Avenue, im S\u00fcden von der 14th Lane und im Osten vom Atlantischen Ozean begrenzt wird.<\/p>\n<p>&nbsp;<\/p>\n\t\t\t\t<a href=\"https:\/\/www.miamibeachfl.gov\/wp-content\/uploads\/2023\/03\/CityCenterRDA-scaled.jpg\"  target=\"_self\" itemprop=\"url\">\n\t\t\t\t<img decoding=\"async\" src=\"https:\/\/www.miamibeachfl.gov\/wp-content\/uploads\/2023\/03\/CityCenterRDA-scaled.jpg\" alt=\"CityCenterRDA\" itemprop=\"image\" height=\"1707\" width=\"2560\" title=\"CityCenterRDA\" onerror=\"this.style.display='none'\" loading=\"lazy\" \/>\n\t\t\t\t<\/a>\n\t<p><u><strong>Leitende Dokumente und interkommunale Vereinbarungen<\/strong><\/u><\/p>\n<p><strong>Feststellung der Notwendigkeit und \u00dcbertragung von Befugnissen<\/strong><\/p>\n<ul>\n<li><strong><a href=\"http:\/\/www.miamibeachfl.gov\/wp-content\/uploads\/2021\/12\/City-of-Miami-Beach-Resolution-No.-92-20646.pdf\">Resolution Nr. 92-20646 der Stadt Miami Beach<\/a><\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.miamibeachfl.gov\/wp-content\/uploads\/2021\/12\/Miami-Dade-County-Resolution-No.-R-14-93.pdf\">Resolution Nr.
