Sie erm\u00f6glicht St\u00e4dten und Landkreisen die Ausgabe von Kommunalanleihen, die die durch Sanierungsprojekte entstehenden Steuersteigerungen der Immobilienwerte verpf\u00e4nden. Sie sieht vor, dass der Sch\u00e4tzwert eines Sanierungsgebiets nach Projektbeginn eingefroren werden kann. Die eingefrorene Basis steht allen lokalen Steuerbeh\u00f6rden w\u00e4hrend der gesamten Laufzeit des Sanierungsprojekts zur Verf\u00fcgung.
