Wenn Verbesserungen an bestehenden Geb\u00e4uden, Bauwerken und Fertigh\u00e4usern die Definition einer \u201ewesentlichen Verbesserung\u201c (SI) erf\u00fcllen oder Sch\u00e4den die Definition eines \u201ewesentlichen Schadens\u201c (SD) erf\u00fcllen, m\u00fcssen Gemeinden die Anforderungen durchsetzen, um diese Bauwerke konform zu machen, indem sie die Anforderungen f\u00fcr Neubauten erf\u00fcllen. Dies kann unter anderem die Erh\u00f6hung des Bauwerks, die Verwendung hochwasserbest\u00e4ndiger Materialien und eine ordnungsgem\u00e4\u00dfe Hochwasserentl\u00fcftung umfassen.<\/p>\n<p>Die \u00f6rtlichen Beh\u00f6rden m\u00fcssen vier Ma\u00dfnahmen ergreifen: (1) die Kosten der Arbeiten ermitteln, (2) den Marktwert der Geb\u00e4ude ermitteln, (3) SI\/SD-Festlegungen vornehmen und den Grundst\u00fcckseigent\u00fcmern mitteilen und (4) von den Eigent\u00fcmern verlangen, Genehmigungen einzuholen, um erheblich verbesserte und erheblich besch\u00e4digte Bauwerke wieder in Einklang mit den Anforderungen des Hochwasserschutzes zu bringen.<\/p>\n<p>Die Stadt Miami Beach erfasst die Kosten f\u00fcr Verbesserungen und Reparaturen \u00fcber einen bestimmten Zeitraum, der als \u201ekumulative wesentliche Verbesserung\u201c von einem (1) Jahr bezeichnet wird. Die Stadt Miami Beach verwendet zur Bestimmung wesentlicher Verbesserungen die folgende Formel:<\/p>\n<p>Summe der Auftragswerte aller Baugenehmigungen der Stadt Miami Beach im letzten Jahr (geteilt durch) den Immobilienwert (festgelegt vom Gutachter des Miami-Dade County oder einem zertifizierten Gutachter zu den abgeschriebenen Wiederbeschaffungskosten). Ist die Dezimalzahl bzw. der Prozentsatz gr\u00f6\u00dfer oder gleich 0,50 (50%), gilt dies als erheblich und das Bauwerk muss den Anforderungen des \u00dcberschwemmungsgebietsmanagements (und der Bauvorschriften) f\u00fcr Neubauten entsprechend dem \u00dcberschwemmungsgebiet entsprechen.
