(FEMA) del Programa Nacional de Seguros contra Inundaciones (NFIP). Cuando las mejoras a edificios, estructuras y casas prefabricadas existentes cumplen con la definici\u00f3n de &quot;mejora sustancial&quot; (SI), o cuando los da\u00f1os cumplen con la definici\u00f3n de &quot;da\u00f1o sustancial&quot; (SD), las comunidades deben aplicar los requisitos para que dichas estructuras cumplan con los requisitos para nuevas construcciones. Esto puede incluir la elevaci\u00f3n de la estructura, el uso de materiales resistentes a las inundaciones y una ventilaci\u00f3n adecuada contra inundaciones, entre otros.<\/p>\n<p>Los funcionarios locales deben tomar cuatro medidas: (1) determinar el costo del trabajo, (2) determinar el valor de mercado de los edificios, (3) tomar determinaciones SI\/SD y proporcionar determinaciones a los propietarios, y (4) exigir a los propietarios que obtengan permisos para adecuar las estructuras sustancialmente mejoradas y sustancialmente da\u00f1adas a los requisitos de gesti\u00f3n de llanuras aluviales.<\/p>\n<p>La Ciudad de Miami Beach registra los costos de las mejoras y reparaciones durante un per\u00edodo espec\u00edfico, denominado &quot;mejora sustancial acumulada&quot; de un (1) a\u00f1o. La f\u00f3rmula que utiliza la Ciudad de Miami Beach para determinar la mejora sustancial es la siguiente:<\/p>\n<p>Suma de los valores de obra de todos los permisos de construcci\u00f3n de la Ciudad de Miami Beach del \u00faltimo a\u00f1o (dividido entre) el valor de la propiedad (seg\u00fan lo determine el Tasador de Propiedades del Condado de Miami-Dade o un Costo de Reemplazo Depreciado de una Tasaci\u00f3n de Propiedad certificada). Si el decimal\/porcentaje es mayor o igual a 0.50 (50%), se considera sustancial y la estructura debe cumplir con los requisitos de gesti\u00f3n de llanuras aluviales (y del c\u00f3digo de construcci\u00f3n) para nuevas construcciones seg\u00fan la zona inundable.
