Le maire et les commissaires municipaux proc\u00e9deront chacun \u00e0 une nomination directe, les sept autres membres \u00e9tant soit des commer\u00e7ants municipaux, soit des membres des organismes communautaires suivants, nomm\u00e9s \u00e0 la majorit\u00e9 des voix de la Commission municipale\u00a0:<\/p>\n(1) Comit\u00e9 des transports et du stationnement de la Chambre de commerce de Miami Beach\u00a0;<br \/>\n(2) Une association de quartier de South Beach ;<br \/>\n(3) Un propri\u00e9taire d\u2019entreprise de South Beach ou une association d\u2019entreprises de South Beach\u00a0;<br \/>\n(4) Une association de quartier de Mid-Beach ;<br \/>\n(5) Un propri\u00e9taire d\u2019entreprise de Mid-Beach ou une association d\u2019entreprises de Mid-Beach\u00a0;<br \/>\n(6) Une association de quartier de North Beach\u00a0; et<br \/>\n(7) Un propri\u00e9taire d&#039;entreprise ou une association d&#039;entreprises de North Beach. Aux fins du pr\u00e9sent article, les termes ci-dessous ont la signification suivante\u00a0:<br \/>\nSouth Beach : limites au sud de la 23e rue ;<br \/>\nMid-Beach : limites entre la 23e Rue et la 63e Rue ;<br \/>\nNorth Beach : limites au nord de la 63e rue\n<p>Propri\u00e9taire d&#039;entreprise municipale\u00a0: personne physique d\u00e9tenant une participation ou un int\u00e9r\u00eat pendant au moins six mois dans une entreprise \u00e9tablie dans la ville. Une participation d\u00e9signe la d\u00e9tention de dix pour cent (10%) ou plus (y compris la d\u00e9tention de dix pour cent ou plus du capital social en circulation) dans une entreprise. Une entreprise d\u00e9signe toute entreprise individuelle, soci\u00e9t\u00e9 de parrainage, soci\u00e9t\u00e9 par actions, soci\u00e9t\u00e9 \u00e0 responsabilit\u00e9 limit\u00e9e ou autre entit\u00e9 ou association commerciale.<\/p>\n<p>Chaque ann\u00e9e, les membres du comit\u00e9 \u00e9lisent un pr\u00e9sident et les autres dirigeants jug\u00e9s n\u00e9cessaires ou souhaitables, qui si\u00e8gent \u00e0 la discr\u00e9tion du comit\u00e9. Le quorum du comit\u00e9 est constitu\u00e9 de sept membres, n\u00e9cessaires \u00e0 la prise de toute d\u00e9cision.<\/p>\n\t<p><a href=\"https:\/\/library.municode.com\/fl\/miami_beach\/codes\/code_of_ordinances?nodeId=SPAGEOR_CH2AD_ARTIIIAGBOCO_DIV25TRPABIDEFACO\">CODE MUNICIPAL DE MIAMI BEACH ART. 2-190<\/a><\/p>\n<p><strong>BUT<\/strong><\/p>\n<p>Le comit\u00e9 des transports, du stationnement et des am\u00e9nagements cyclables et pi\u00e9tonniers a pour mission de conseiller le directeur municipal et la commission municipale sur les questions de transport et de stationnement li\u00e9es aux quartiers uniques de la ville. Il vise \u00e9galement \u00e0 am\u00e9liorer la vie des r\u00e9sidents et des visiteurs en favorisant le d\u00e9veloppement, la gestion responsable, la s\u00e9curit\u00e9 et l&#039;utilisation des am\u00e9nagements publics d\u00e9di\u00e9s aux v\u00e9los et aux pi\u00e9tons. Ce comit\u00e9 a pour objectif de contribuer \u00e0 l&#039;\u00e9laboration de programmes, \u00e0 la mise en \u0153uvre de solutions et \u00e0 la transmission \u00e0 la ville de recommandations responsables sur le plan financier. Il s&#039;efforcera de contribuer \u00e0 la r\u00e9solution des d\u00e9fis critiques en mati\u00e8re de transport et de stationnement auxquels notre communaut\u00e9 dynamique et en pleine croissance est confront\u00e9e.<\/p>\n<p><strong>POUVOIRS ET DEVOIRS<\/strong><\/p>\n<p>Le comit\u00e9 aura les devoirs, fonctions, pouvoirs et responsabilit\u00e9s suivants :<\/p>\n<p>1) Servir de conseiller aupr\u00e8s de la Commission municipale et du directeur municipal sur les questions relatives aux transports et au stationnement et \u00e0 leur impact sur les communaut\u00e9s de la ville. \u00c0 ce titre, la Commission municipale ou le directeur municipal soumettra les questions d&#039;int\u00e9r\u00eat public relatives aux transports et au stationnement \u00e0 un comit\u00e9 avant leur adoption ou leur mise en \u0153uvre, pour examen et recommandation.<\/p>\n<p>2) Formuler et recommander des plans et des programmes de coordination des activit\u00e9s des entit\u00e9s gouvernementales relatives aux transports et au stationnement et \u00e0 leur impact sur la ville.<\/p>\n<p>3) L&#039;objectif expr\u00e8s de ce comit\u00e9 est de servir de v\u00e9hicule aux personnes responsables pour les consulter et tenter de comprendre et de r\u00e9soudre les pr\u00e9occupations de la ville en mati\u00e8re de transport et de stationnement, et de faire des recommandations au directeur municipal ou \u00e0 la commission municipale concernant ces questions.<\/p>\n<p>4) Le comit\u00e9 doit \u00e9galement fournir des recommandations consultatives au directeur municipal ou \u00e0 la commission municipale concernant l&#039;utilisation, l&#039;exploitation, la s\u00e9curit\u00e9, la gestion et le d\u00e9veloppement des installations publiques pour v\u00e9los et pi\u00e9tons pour les mesures qu&#039;ils peuvent juger appropri\u00e9es.<\/p>\n<p>5) Ex\u00e9cuter toutes autres t\u00e2ches qui peuvent lui \u00eatre assign\u00e9es de temps \u00e0 autre par le directeur municipal ou la commission municipale.<\/p>\n<p><strong>COMPOSITION<\/strong><\/p>\n<p>Le Comit\u00e9 sera compos\u00e9 de 14 membres votants.
