(FEMA) du Programme national d&#039;assurance contre les inondations (NFIP). Lorsque des am\u00e9liorations apport\u00e9es \u00e0 des b\u00e2timents, structures et maisons pr\u00e9fabriqu\u00e9es existants r\u00e9pondent \u00e0 la d\u00e9finition d&#039;\u00ab am\u00e9lioration substantielle \u00bb (SI) ou lorsque des dommages r\u00e9pondent \u00e0 la d\u00e9finition de \u00ab dommages substantiels \u00bb (SD), les collectivit\u00e9s doivent appliquer des exigences pour mettre ces structures en conformit\u00e9 en respectant les exigences applicables aux nouvelles constructions. Cela peut inclure, entre autres, l&#039;\u00e9l\u00e9vation de la structure, l&#039;utilisation de mat\u00e9riaux r\u00e9sistants aux inondations et une ventilation ad\u00e9quate des locaux.<\/p>\n<p>Les autorit\u00e9s locales doivent prendre quatre mesures : (1) d\u00e9terminer le co\u00fbt des travaux, (2) d\u00e9terminer la valeur marchande des b\u00e2timents, (3) prendre des d\u00e9cisions SI\/SD et les fournir aux propri\u00e9taires fonciers, et (4) exiger des propri\u00e9taires qu&#039;ils obtiennent des permis pour mettre les structures substantiellement am\u00e9lior\u00e9es et substantiellement endommag\u00e9es en conformit\u00e9 avec les exigences de gestion des plaines inondables.<\/p>\n<p>La Ville de Miami Beach suit les co\u00fbts des am\u00e9liorations et des r\u00e9parations sur une p\u00e9riode donn\u00e9e, appel\u00e9e \u00ab\u00a0am\u00e9lioration substantielle cumul\u00e9e\u00a0\u00bb, d&#039;un an. La formule utilis\u00e9e par la Ville de Miami Beach pour d\u00e9terminer l&#039;am\u00e9lioration substantielle est la suivante\u00a0:<\/p>\n<p>Somme des valeurs des travaux pour tous les permis de construire d\u00e9livr\u00e9s par la ville de Miami Beach au cours de la derni\u00e8re ann\u00e9e, divis\u00e9e par la valeur de la propri\u00e9t\u00e9 (telle que d\u00e9termin\u00e9e par l&#039;\u00e9valuateur foncier du comt\u00e9 de Miami Dade ou par une \u00e9valuation fonci\u00e8re certifi\u00e9e, co\u00fbt de remplacement amorti). Si la d\u00e9cimale \/ le pourcentage est sup\u00e9rieur ou \u00e9gal \u00e0 0,50 (50%), la valeur est consid\u00e9r\u00e9e comme substantielle et la structure doit \u00eatre mise en conformit\u00e9 avec les exigences de gestion des zones inondables (et du code du b\u00e2timent) pour les nouvelles constructions en zone inondable.
