Il est de la responsabilit\u00e9 partag\u00e9e de tous les employ\u00e9s, des forces de l&#039;ordre, des organisations syndicales et de l&#039;administration municipale d&#039;agir individuellement et collectivement pour pr\u00e9venir ou d\u00e9samorcer tout comportement violent, r\u00e9el ou latent, au travail.<\/p>\n<p>La Ville interdit tout propos ou comportement pouvant \u00eatre per\u00e7u par une personne raisonnable comme mena\u00e7ant ou laissant pr\u00e9sager des violences. Cela inclut, sans s&#039;y limiter, les menaces verbales ou les gestes provocateurs, les injures, le harc\u00e8lement, l&#039;intimidation et les altercations physiques (par exemple, les bousculades ou les bagarres).<\/p>\n<p>The City also prohibits the possession, use, or threat of use of a deadly weapon, firearm or destructive device in any manner, on one&#8217;s person, in one&#8217;s belongings, in any City facility or work area, including City vehicle, or in one&#8217;s personal vehicle while engaged in City business unless such possession or use of a weapon is a necessary and approved requirement of the job. Exceptions to this policy may be made only by the City Manager.<\/p>\n<p>Tout acte de violence ou menace de violence, commis par ou contre un employ\u00e9 municipal ou toute autre personne, est inacceptable et contraire \u00e0 la politique de la Ville. La Ville collaborera avec les forces de l&#039;ordre afin de poursuivre toute personne commettant des actes de violence \u00e0 l&#039;encontre de ses employ\u00e9s.<\/p>\n<h2><strong>PROC\u00c9DURES :<\/strong><\/h2>\n<p><strong><u>Sur le lieu de travail<\/u><\/strong><\/p>\n<p>Il arrive que les relations entre employ\u00e9s, ou entre un employ\u00e9 et son sup\u00e9rieur hi\u00e9rarchique, engendrent de forts sentiments n\u00e9gatifs.<\/p>\n<p>Any person involved in situations where they fear that physical retaliation may take place, or where someone has made verbal threats of physical violence, should immediately discuss it with department management. Employees involved ln fighting or making verbal threats will be disciplined up to and including dismissal. No employee acting in good faith, who reports real or implied violent behavior, will be subject to retaliation or harassment based upon their report. If a situation is serious enough that possible termination may be involved and\/or the continued presence of the employee at the work-site would not be appropriate given the altercation, or particular circumstances, the employee may be immediately suspended by being placed on paid administrative leave. The employee will be ordered not to return to the work site until further advised. This action is unusual, but may be taken with concurrence from the Department Director. Where time and circumstances permit, consultation with the Human Resources Director should take place as well. Most workplace altercations, including minor ones involving only verbal exchanges, justify appropriate disciplinary action through the use of the City&#8217;s progressive discipline policy. At any time during the review of an altercation, the Human Resources Director will be available for assistance upon request.<\/p>\n<p><strong><u>Relations avec le public<\/u><\/strong><\/p>\n<p>Des situations potentiellement violentes peuvent survenir lors des interactions entre les employ\u00e9s et le public. La Ville offrira une formation aux superviseurs sur les interventions appropri\u00e9es face \u00e0 un comportement agressif ou violent.<\/p>\n<p><strong><u>En dehors du travail<\/u><\/strong><\/p>\n<p>Un employ\u00e9 peut \u00eatre impliqu\u00e9 dans un diff\u00e9rend personnel non criminel avec des membres de sa famille, des voisins ou des amis. Si la situation s&#039;envenime, une ordonnance de protection ou une mesure judiciaire similaire peut \u00eatre prononc\u00e9e. Si un employ\u00e9 souhaite obtenir une telle ordonnance, il doit y indiquer son lieu de travail ainsi que son domicile. L&#039;employ\u00e9 doit informer son sup\u00e9rieur hi\u00e9rarchique de la d\u00e9livrance de cette ordonnance et fournir une description de la ou des personnes vis\u00e9es. Si un employ\u00e9 n&#039;a pas obtenu d&#039;ordonnance judiciaire mais craint pour sa s\u00e9curit\u00e9, il doit imm\u00e9diatement contacter la police et informer son sup\u00e9rieur hi\u00e9rarchique d\u00e8s que possible. Lorsque l&#039;une de ces situations est port\u00e9e \u00e0 l&#039;attention de la direction, une \u00e9valuation de sa gravit\u00e9 doit \u00eatre effectu\u00e9e sans d\u00e9lai. S&#039;il est \u00e9tabli qu&#039;il existe un risque de violence, la direction doit\u00a0:<\/p>\n<ol>\n<li>Discutez de la situation avec les employ\u00e9s susceptibles d&#039;\u00eatre en contact avec la personne concern\u00e9e. D\u00e9crivez-lui la situation et donnez-leur des instructions sur la marche \u00e0 suivre si elle se pr\u00e9sente sur le lieu de travail.<\/li>\n<li>Fournissez les m\u00eames informations au service de police.<\/li>\n<li>Veuillez contacter le service de police pour l&#039;informer des mesures prises. Suite \u00e0 ce premier contact, d&#039;autres mesures seront prises, notamment des mesures disciplinaires et l&#039;aide du programme d&#039;aide aux employ\u00e9s pour les employ\u00e9s impliqu\u00e9s ou t\u00e9moins d&#039;un incident grave.<\/p>\n<h3><strong><u>DIRECTIVES \u00c0 L&#039;INTENTION DES GESTIONNAIRES ET DES ADMINISTRATEURS<\/u><\/strong><\/h3>\n<p>The guidelines below apply to all City employees and are intended to aid managers and directors in dealing with violent or potentially violent situations at work once an immediate emergency situation has been controlled. Altercations between persons at work are rare and usually minor, allowing time for supervisory intervention. An &#8220;altercation&#8221; as used in these guidelines includes actual workplace violence or threatened violence, including verbal or physical confrontation or assault, or attempts at such assault. In circumstances deemed by the manager or director to be an emergency, call 911 and make the other contacts described previously. It is understood that the actions of a manager, director, or other employees will be dependent on the seriousness of the situation and the nature of an altercation. However, consistent with personal safety, managers, directors, and supervisors have a responsibility to make a good faith effort to defuse violent or potentially violent situations as quickly as possible in order to prevent their escalation and creating a threat to others. Document the statements of witnesses and others interviewed in written form.
