Education:  Eckerd College, St. Petersburg, FL (B.A. 1991); University of Miami, Coral Gables, FL (J.D. 1995).

Member:  Florida Bar, New York Bar, and U.S. District Court, Southern District of Florida.

Ms. Boutsis joined the City Attorney’s Office in 2014. She represents the City of Miami Beach before all Land Use Boards and handles all land use litigation; assists the Planning Department, Public Works Department and Building Department with all land use, administrative regulation, and construction related matters.Prior to joining the City Attorney’s Office, Ms. Boutsis served as Village Attorney for the Village of Palmetto Bay; and for the Village of Biscayne Park jointly with John J. Hearn.  Additionally; she served as the Red Light Camera Magistrate; Code Compliance Magistrate for the Town of Medley; Special Master to the City of Doral; District Attorney for the Coastal Corridor Property Assessment Clean Energy District; Assistant City Attorney to the City of South Miami,  and General Counsel to the South Miami Community Redevelopment Agency.

Ms. Boutsis acted as special appellate litigation counsel to the Miami-Dade County Commission on Ethics and Public Trust; Deputy City Attorney to North Bay Village; special civil rights litigation counsel to the City of Pompano Beach, and Special Counsel to the Village of Miami Shores in an environmental compliance matter, together with her law partner, Earl G. Gallop.

She served as General Counsel to the Housing Authority of the City of Miami Beach (taking the agency from "troubled" status with US HUD to "high performer" status).
