Federal de Gest\u00e3o de Emerg\u00eancias (FEMA) do Programa Nacional de Seguro contra Inunda\u00e7\u00f5es (NFIP). Quando melhorias em edif\u00edcios, estruturas e casas pr\u00e9-fabricadas existentes atendem \u00e0 defini\u00e7\u00e3o de &quot;melhoria substancial (MI)&quot;, ou quando danos atendem \u00e0 defini\u00e7\u00e3o de &quot;dano substancial (DA)&quot;, as comunidades devem impor requisitos para tornar essas estruturas em conformidade, atendendo aos requisitos para novas constru\u00e7\u00f5es. Isso pode incluir a eleva\u00e7\u00e3o da estrutura, o uso de materiais resistentes a inunda\u00e7\u00f5es e a ventila\u00e7\u00e3o adequada contra inunda\u00e7\u00f5es, entre outros.<\/p>\n<p>As autoridades locais devem tomar quatro medidas: (1) determinar o custo da obra, (2) determinar o valor de mercado dos edif\u00edcios, (3) fazer determina\u00e7\u00f5es de SI\/SD e fornecer determina\u00e7\u00f5es aos propriet\u00e1rios dos im\u00f3veis e (4) exigir que os propriet\u00e1rios obtenham licen\u00e7as para colocar as estruturas substancialmente melhoradas e substancialmente danificadas em conformidade com os requisitos de gest\u00e3o das plan\u00edcies de inunda\u00e7\u00e3o.<\/p>\n<p>A Prefeitura de Miami Beach monitora os custos de melhorias e reparos ao longo de um per\u00edodo espec\u00edfico, denominado &quot;melhoria substancial cumulativa&quot; de um (1) ano. A f\u00f3rmula que a Prefeitura de Miami Beach utiliza para determinar a melhoria substancial \u00e9 a seguinte:<\/p>\n<p>Soma dos valores de obra para todas as licen\u00e7as de constru\u00e7\u00e3o da cidade de Miami Beach no \u00faltimo ano \/ (dividido pelo) valor do im\u00f3vel (conforme determinado pelo Avaliador de Im\u00f3veis do Condado de Miami-Dade ou por um Custo de Reposi\u00e7\u00e3o Depreciado de Avalia\u00e7\u00e3o de Im\u00f3veis certificado). Se o decimal \/ percentual for maior ou igual a 0,50 (50%), isso \u00e9 considerado substancial e a estrutura deve ser colocada em conformidade com os requisitos de gest\u00e3o de plan\u00edcies de inunda\u00e7\u00e3o (e c\u00f3digo de constru\u00e7\u00e3o) para novas constru\u00e7\u00f5es com base na zona de inunda\u00e7\u00e3o.
