Isso pode incluir, entre outros, amea\u00e7as ou gestos verbais, linguagem abusiva, ass\u00e9dio, intimida\u00e7\u00e3o e agress\u00e3o f\u00edsica (por exemplo, empurr\u00f5es ou brigas).<\/p>\n<p>A cidade tamb\u00e9m pro\u00edbe a posse, o uso ou a amea\u00e7a de uso de arma letal, arma de fogo ou dispositivo destrutivo de qualquer forma, seja em sua pessoa, em seus pertences, em qualquer instala\u00e7\u00e3o ou \u00e1rea de trabalho da cidade, incluindo ve\u00edculos da prefeitura, ou em seu ve\u00edculo particular enquanto estiver a servi\u00e7o da prefeitura, a menos que tal posse ou uso de arma seja um requisito necess\u00e1rio e aprovado para o desempenho da fun\u00e7\u00e3o. Exce\u00e7\u00f5es a esta pol\u00edtica s\u00f3 podem ser feitas pelo Administrador Municipal.<\/p>\n<p>A viol\u00eancia ou a amea\u00e7a de viol\u00eancia, por parte de ou contra qualquer funcion\u00e1rio da Prefeitura ou outra pessoa, \u00e9 inaceit\u00e1vel e contr\u00e1ria \u00e0 pol\u00edtica da Prefeitura, sujeitando o infrator a medidas disciplinares, que podem incluir demiss\u00e3o e poss\u00edvel indiciamento criminal. A Prefeitura colaborar\u00e1 com as autoridades policiais para auxiliar na persecu\u00e7\u00e3o penal de qualquer pessoa que cometa atos violentos contra funcion\u00e1rios.<\/p>\n<h2><strong>PROCEDIMENTOS:<\/strong><\/h2>\n<p><strong><u>No trabalho<\/u><\/strong><\/p>\n<p>Existem situa\u00e7\u00f5es em que o relacionamento entre funcion\u00e1rios, ou entre um funcion\u00e1rio e seu supervisor, resulta em fortes sentimentos negativos.<\/p>\n<p>Qualquer pessoa envolvida em situa\u00e7\u00f5es em que tema sofrer retalia\u00e7\u00e3o f\u00edsica, ou em que algu\u00e9m tenha feito amea\u00e7as verbais de viol\u00eancia f\u00edsica, deve discutir o assunto imediatamente com a ger\u00eancia do departamento. Funcion\u00e1rios envolvidos em brigas ou que fa\u00e7am amea\u00e7as verbais ser\u00e3o disciplinados, podendo chegar \u00e0 demiss\u00e3o. Nenhum funcion\u00e1rio que agir de boa-f\u00e9 e denunciar comportamento violento, real ou impl\u00edcito, estar\u00e1 sujeito a retalia\u00e7\u00e3o ou ass\u00e9dio com base em sua den\u00fancia. Se a situa\u00e7\u00e3o for grave o suficiente para que haja possibilidade de demiss\u00e3o e\/ou a perman\u00eancia do funcion\u00e1rio no local de trabalho n\u00e3o seja apropriada, considerando a alterca\u00e7\u00e3o ou as circunst\u00e2ncias espec\u00edficas, o funcion\u00e1rio poder\u00e1 ser imediatamente suspenso, sendo colocado em licen\u00e7a administrativa remunerada. O funcion\u00e1rio ser\u00e1 instru\u00eddo a n\u00e3o retornar ao local de trabalho at\u00e9 segunda ordem. Essa medida \u00e9 incomum, mas pode ser tomada com a concord\u00e2ncia do Diretor do Departamento. Quando o tempo e as circunst\u00e2ncias permitirem, a consulta com o Diretor de Recursos Humanos tamb\u00e9m deve ser realizada. A maioria das alterca\u00e7\u00f5es no local de trabalho, incluindo as menores que envolvam apenas trocas verbais, justifica a aplica\u00e7\u00e3o de medidas disciplinares apropriadas, de acordo com a pol\u00edtica de disciplina progressiva da Prefeitura. A qualquer momento durante a an\u00e1lise de uma alterca\u00e7\u00e3o, o Diretor de Recursos Humanos estar\u00e1 dispon\u00edvel para prestar aux\u00edlio, caso seja solicitado.<\/p>\n<p><strong><u>Lidando com o p\u00fablico<\/u><\/strong><\/p>\n<p>Situa\u00e7\u00f5es potencialmente violentas podem ocorrer em contatos de funcion\u00e1rios com o p\u00fablico. Embora a Prefeitura tenha um forte compromisso com o atendimento ao cliente, n\u00e3o \u00e9 sua inten\u00e7\u00e3o que os funcion\u00e1rios sejam submetidos a abusos verbais por parte de um cliente. Um supervisor deve ser acionado quando um cliente se mostrar abusivo. Se houver preocupa\u00e7\u00e3o com a possibilidade de viol\u00eancia f\u00edsica, o fato deve ser imediatamente relatado ao chefe do departamento ou \u00e0 Pol\u00edcia. A Prefeitura oferecer\u00e1 treinamento aos supervisores sobre respostas adequadas a comportamentos agressivos\/violentos.<\/p>\n<p><strong><u>Fora do hor\u00e1rio de trabalho<\/u><\/strong><\/p>\n<p>Um funcion\u00e1rio pode se envolver em uma disputa pessoal n\u00e3o criminal com familiares, vizinhos ou amigos. Se a situa\u00e7\u00e3o se agravar, uma ordem de restri\u00e7\u00e3o ou medida judicial similar poder\u00e1 ser emitida. Caso o funcion\u00e1rio solicite tal ordem, dever\u00e1 incluir o local de trabalho, bem como o endere\u00e7o residencial, no pedido. O funcion\u00e1rio dever\u00e1 informar o supervisor sobre a emiss\u00e3o da ordem e fornecer uma descri\u00e7\u00e3o da(s) pessoa(s) mencionada(s) na ordem. Em uma situa\u00e7\u00e3o em que o funcion\u00e1rio n\u00e3o tenha obtido uma medida judicial, mas tema por sua seguran\u00e7a, dever\u00e1 notificar imediatamente a pol\u00edcia e informar seu supervisor assim que poss\u00edvel. Quando qualquer uma das situa\u00e7\u00f5es acima for levada ao conhecimento da ger\u00eancia do departamento, uma avalia\u00e7\u00e3o da gravidade da situa\u00e7\u00e3o dever\u00e1 ser feita imediatamente. Se for conclu\u00eddo que h\u00e1 probabilidade de viol\u00eancia, a ger\u00eancia dever\u00e1:<\/p>\n<ol>\n<li>Discuta a situa\u00e7\u00e3o com os funcion\u00e1rios que provavelmente entrar\u00e3o em contato com o indiv\u00edduo em quest\u00e3o. Forne\u00e7a uma descri\u00e7\u00e3o do indiv\u00edduo e instru\u00e7\u00f5es sobre as medidas a serem tomadas caso ele compare\u00e7a ao local de trabalho.<\/li>\n<li>Forne\u00e7a as mesmas informa\u00e7\u00f5es ao Departamento de Pol\u00edcia.<\/li>\n<li>Entre em contato com o Departamento de Pol\u00edcia para fornecer informa\u00e7\u00f5es sobre as medidas que est\u00e3o sendo tomadas. Se o Departamento de Pol\u00edcia considerar que \u00e9 necess\u00e1rio refor\u00e7ar a seguran\u00e7a, as provid\u00eancias necess\u00e1rias ser\u00e3o tomadas.<\/li>\n<li>Em qualquer caso, se houver necessidade imediata de interven\u00e7\u00e3o do Departamento de Pol\u00edcia, ligue para o 911.<\/li>\n<\/ol>\n<u><strong>Coordena\u00e7\u00e3o de Incidentes Cr\u00edticos<\/strong><br \/>\n<\/u>Quando um supervisor, gerente ou funcion\u00e1rio presencia um ato de viol\u00eancia no trabalho, as medidas a serem tomadas s\u00e3o simples, mesmo que os problemas subjacentes n\u00e3o o sejam.\n<ol>\n<li><u> EM SITUA\u00c7\u00d5ES DE EMERG\u00caNCIA IMEDIATA \u2014 LIGUE PARA O 911.<br \/>\n<\/u>Como em qualquer outra emerg\u00eancia envolvendo inc\u00eandio, viol\u00eancia ou incidentes m\u00e9dicos, o primeiro pensamento e a\u00e7\u00e3o \u00e9 ligar para o 911 e relatar o m\u00e1ximo de detalhes poss\u00edvel para que as equipes de resposta a emerg\u00eancias apropriadas possam ser enviadas.<\/li>\n<li><strong><u>PR\u00d3XIMO PASSO<\/u> <\/strong>\u2013 Contate imediatamente:<\/li>\n<\/ol>\n<ul>\n<li>o chefe do departamento ou divis\u00e3o envolvido, e<\/li>\n<li>o Diretor de Recursos Humanos<\/li>\n<\/ul>\n<p>O Diretor de Recursos Humanos \u00e9 o Coordenador de Incidentes Cr\u00edticos no Local de Trabalho. O Diretor de Recursos Humanos, ou seu representante designado, pode ser contatado a qualquer momento e garantir\u00e1 que recursos como o Programa de Assist\u00eancia ao Empregado, Benef\u00edcios ao Empregado, Recursos Humanos, Procuradoria Municipal e outros, conforme necess\u00e1rio, sejam coordenados em seu apoio e resposta. Outras medidas subsequentes a um incidente cr\u00edtico no trabalho decorrer\u00e3o desse contato inicial, incluindo a\u00e7\u00f5es disciplinares e aux\u00edlio do Programa de Assist\u00eancia ao Empregado para os funcion\u00e1rios envolvidos ou que testemunharam um incidente grave.<\/p>\n<h3><strong><u>DIRETRIZES PARA GERENTES E DIRETORES<\/u><\/strong><\/h3>\n<p>As diretrizes abaixo se aplicam a todos os funcion\u00e1rios da Prefeitura e t\u00eam como objetivo auxiliar gerentes e diretores a lidar com situa\u00e7\u00f5es violentas ou potencialmente violentas no trabalho, ap\u00f3s o controle de uma situa\u00e7\u00e3o de emerg\u00eancia imediata. Alterca\u00e7\u00f5es entre pessoas no trabalho s\u00e3o raras e geralmente de menor gravidade, permitindo tempo para a interven\u00e7\u00e3o da supervis\u00e3o. Uma \u201calterca\u00e7\u00e3o\u201d, conforme usada nestas diretrizes, inclui viol\u00eancia real no local de trabalho ou amea\u00e7a de viol\u00eancia, incluindo confronto verbal ou f\u00edsico, agress\u00e3o ou tentativas de agress\u00e3o. Em circunst\u00e2ncias consideradas emergenciais pelo gerente ou diretor, ligue para o 911 e fa\u00e7a os demais contatos descritos anteriormente. Entende-se que as a\u00e7\u00f5es de um gerente, diretor ou outros funcion\u00e1rios depender\u00e3o da gravidade da situa\u00e7\u00e3o e da natureza da alterca\u00e7\u00e3o. No entanto, em conson\u00e2ncia com a seguran\u00e7a pessoal, gerentes, diretores e supervisores t\u00eam a responsabilidade de fazer um esfor\u00e7o de boa-f\u00e9 para desarmar situa\u00e7\u00f5es violentas ou potencialmente violentas o mais r\u00e1pido poss\u00edvel, a fim de evitar sua escalada e a cria\u00e7\u00e3o de uma amea\u00e7a para outras pessoas. Em geral\u2026<\/p>\n<ol>\n<li>Separe os funcion\u00e1rios envolvidos. N\u00e3o permita que uma discuss\u00e3o verbal se transforme em algo mais s\u00e9rio. Se n\u00e3o for poss\u00edvel separar os funcion\u00e1rios, ligue para o 911 (ou o n\u00famero de emerg\u00eancia local) e siga os passos descritos anteriormente.<\/li>\n<li>Contate o Diretor do Departamento correspondente e o Diretor de Recursos Humanos.<\/li>\n<li>Assim que a situa\u00e7\u00e3o estiver controlada, entreviste separadamente todas as pessoas envolvidas, incluindo eventuais testemunhas, a fim de obter um relato preciso do incidente. Documente as declara\u00e7\u00f5es das testemunhas e demais pessoas entrevistadas por escrito. Os envolvidos na alterca\u00e7\u00e3o \u2013 aqueles que podem ser alvo de medidas disciplinares futuras com base no incidente \u2013 t\u00eam o direito de serem representados durante as entrevistas.<\/li>\n<\/ol>\n<p>Caso a representa\u00e7\u00e3o seja negada ou se o interrogat\u00f3rio continuar ap\u00f3s a solicita\u00e7\u00e3o de representa\u00e7\u00e3o, a a\u00e7\u00e3o disciplinar subsequente poder\u00e1 ser anulada ou modificada em recurso. Nesses casos, pode ser necess\u00e1rio adiar a entrevista para que um representante esteja dispon\u00edvel.
