Mark Taxis is a lifelong government professional with over forty (40) years of leadership experience. He has an extensive financial background, working with strict budgetary limits. He has an exceptional ability to rationally process and react to emergency situations. Mark Taxis’ skill in adapting to a fast-paced political agenda has made him a perfect fit for an international city like Miami Beach.

He joined the City of Miami Beach since 2013 as the Assistant City Manager. As Assistant City Manager for the City of Miami Beach, Mark Taxis works closely with the City Manager providing support on matters regarding operational and financial activities, program development and productivity improvement. Mark Taxis currently oversees Code Compliance, Human Resources, Information Technology, Parks & Recreation, and Procurement. In his past, he has lent his experience and guidance to Public Works, Capital Improvements, Property Management, Rapid Response Team, Fleet Maintenance and Beach Maintenance. It is fair to say that since joining the City of Miami Beach, Mark Taxis has been the consummate team player, lending his support wherever is needed. He has been a lead negotiator in the City of Miami Beach’s Union Negotiations , where he successfully negotiated contracts with International Association of Fire Fighters (“IAFF”), Fraternal Order of Police (“FOP”), Communications Worker of America (“CWA”), Government Supervisors Association of Florida (“GSAF”), and American Federation of State, County and Municipal Employees (“AFSCME”). During his tenure as Assistant City Manager, Mark Taxis personally oversaw the implementation of a financial enterprise resource planning (“ERP”), known as Munis, and a permitting ERP, known as Energov. He is also personally responsible for the development of a city services application known as Egov and the new City of Miami Beach website.

Prior to joining the City of Miami Beach, Mark Taxis held leadership roles with local municipalities in the South Florida region, serving as Assistant City Manager for the City of Doral. As Assistant City Manager of Doral, he functioned as the City’s Performance Management Officer, which included implementation and oversight of the City’s Strategic Plan and Performance Measures. In this role, Mark Taxis would administer all phases of capital improvement projects, ranging from the Reclaim Water Project to the construction of the new City Government Center. Prior to ascending to Assistant City Manager, Mark Taxis served as the Park & Recreation Director for the City of Doral, where he initiated, over sought, and completed the Master Plans for four (4) municipal parks. Additionally, he secured design-build contracts and supervised construction of projects totaling more than $20 million.

Mark Taxis obtained his Bachelor of Arts in Political Science from Florida International University right here in South Florida. He would return to Florida International University to obtain his Master of Public Administration. Nonetheless, he remains an avid Florida State Seminoles football fan. Mark Taxis is a member of the International City/County Management Association (“ICMA”) and the Florida City/County Management Association (“FCCMA”). Additionally, he previously served as President of the Miami-Dade City and County Management Association (“MDCCMA”).

Mark Taxis’ passion for the City of Miami Beach stems from spending weekends in Miami Beach with his Parents as a young child. To this day Mark Taxis looks most fondly on 14th street and Ocean drive. This is where his father fell in love with Miami Beach in 1944, while staying at the Shepley hotel during training before deployment.  Once the War was over, Mark Taxis’ parents settled in South Florida and made this their home.
