Ad Hoc City Lighting Plan Advisory Committee

Composition:

A. Purpose

1. The purpose of the Ad Hoc City Lighting Plan Advisory Committee (the "Committee") is to review existing lighting infrastructure, identify areas for improvement, and make recommendations to the City regarding a comprehensive lighting plan for the City of Miami Beach that addresses safety, aesthetics, functionality and energy efficiency of lighting in public spaces, rights of way and commercial and residential areas for the benefit of residents and visitors.

2. The Committee considers functional aspects, such as visibility and security, as well as aesthetic elements like ambiance and architectural lighting.

3. The Committee shall make recommendations regarding the following elements that would be addressed in a Comprehensive Lighting Plan:

a. Safety and Security (Street Lighting and Public Spaces).
b. Environmental Impact.
c. Architectural Lighting for Landmarks, Public Buildings and Monuments
d. Energy Efficiency.
e. Lighting Design Guidelines for Commercial and Residential Structures.
f. Such other matters as the Mayor and City Commission shall determine by Referral to the Committee.

4. The Committee will meet on a monthly basis, or as frequently as the Committee deems necessary to make final recommendations. The Committee will sunset at the end of one (1) year unless determined by the Mayor and City Commission that it should be extended.

B. Membership Composition

1. The Committee shall be composed of seven (7) at-large appointments made by the Mayor and City Commission as a body.

2. Minimum membership criteria for the Committee: individuals must be residents of the City for a minimum of two (2) years, or demonstrate ownership/interest in, or employment relationship with a business established in the City for a minimum of two (2) years. Exceptions to the foregoing may be approved by a majority vote of the City Commission for the electrical engineer member.

3. The composition of the Committee shall be as follows:

a. Resident Members.

i. At least two (2) of the seven members must currently reside within the North Beach area, generally considered as that portion of Miami Beach located north of 63rd Street.
ii. At least two (2) of the seven members must currently reside within Mid Beach area, generally considered as that portion of Miami Beach located south of 63rd Street and north of 23rd Street.
iii. At least two (2) of the seven members must currently reside within the South Beach area, generally considered as that portion of Miami Beach located south of 23rd Street.

b. Technical Member. At least one (1) of the seven members must be an electrical engineer, preferably with expertise in urban lighting.

4. The Mayor and City Commission will consider the following additional criteria when making appointments:

a. Applicable knowledge and experience relevant to the Committee's purpose.

b. Past and present community service, especially leadership roles and experience on other advisory committees or boards.
