The Selection Committee for the Hall of Fame shall be comprised of nine (9) members, with seven (7) direct appointments made by individual City Commissioners and the Mayor, and two (2) at-large appointments. The seven (7) direct appointments shall be City of Miami Beach residents, and the two (2) at-large appointments may be representatives or owners of a local business or civic association, or residents.

Composition:
Resolution 2025-33770 re-established the “Ad Hoc Iguana Remediation Advisory Committee,” for a period of one year (subject to earlier or later sunset by the City Commission), to study what actions other jurisdictions have taken to address iguana invasions and making recommendations to the Mayor and City Commission regarding iguana mitigation and removal options.
Purpose
On June 28, 2023, Resolution No. 2023-32650 re-established the Ad Hoc Iguana Remediation Advisory Committee for a period of one year (subject to earlier or later sunset by the City Commission), to study what actions other jurisdictions have taken to address iguana invasions and making recommendations to the Mayor and City Commission regarding iguana mitigation removal options.
The Committee will meet on a monthly basis, or as frequently as the Committee deems necessary to make final recommendations.
Membership Composition
The Committee shall be composed of seven (7) direct appointments made by individual City Commissioners and the Mayor.
Membership criteria for the Committee: individuals must be residents of the City for a minimum of two (2) years, or demonstrate ownership/interest in, or employment relationship with a business established in the City for a minimum of two (2) years. Exceptions to the foregoing may be approved by a majority vote of the City Commission for individuals with specific knowledge or expertise relative to iguana remediation or other invasive nonnative species remediation.
Powers and duties
The Committee will serve to study actions taken by other jurisdictions to prevent, eradicate, and control the spread of invasive iguanas and advise the City Manager and the City Commission on potential actions available to the City in addition to contracting with an iguana mitigation and removal services, including, without limitation, recommendations regarding the Administration’s competitive solicitation for iguana mitigation providers.
Conflict of interest.
In accordance with Florida law, under circumstances presenting a conflict of interest, an advisory board member should abstain from voting with respect to any measure in which the advisory board member has a personal, private, or professional interest and which inures to his special private gain or the special gain of a principal by whom he is retained. The City Attorney’s Office liaison shall assist advisory board members in addressing any potential voting conflicts, as necessary.
Administrative Liaison
The supporting departments for the Committee shall be the City Manager’s Office, and the Public Works Department. The City Attorney’s Office shall provide counsel to the Committee.

Ad Hoc Nightlife Industry Task Force (NITE) Advisory Committee 2024-33124 / 2025-33867 Composition:
Purpose
The Nightlife Industry Taskforce (“NITE”) will serve to advise the City Manager on nightlife issues and to provide a forum to address quality of life issues affecting our residents, as a result of the City’s popularity. The NITE will endeavor to continue and enhance communication and cooperation between the Nightlife Industry and the Administration. The purpose of this Task Force is to provide more specific details regarding trends impacting the industry and creating a mechanism to quickly and proactively address issues in an effort to keep the public updated on event planning.
Membership Composition
The Task Force shall be composed of seven members, with seven (7) direct appointments made by individual city commissioners and the mayor, all of whom shall be appointed to serve for a term of no more than one (1) year at a time. At least three (3) members must be representatives from nightclubs, restaurant or entertainment establishments, or the hotel industry.
Membership criteria for the NITE: individuals must be residents of the city for a minimum of two (2) years, or demonstrate ownership/interest in, or employment relationship with, a business established in the city for a minimum of two (2) years. The NITE’s powers and duties are as follows:
To serve in an advisory capacity to the City Manager with respect to matters pertaining to the nightlife industries and businesses in the City, and its impact on the quality of life of our City.
To advise the City of nightlife industry trends and events that may require an increase or adjustment in the level of City services.
To make recommendations as to the needs and concerns of the public and the nightlife industries and businesses in the City, including how those needs can best be met.
To advise on methods of promoting the safe growth and stability of nightlife industries and businesses in the City.
To focus on and make recommendations regarding targeted marketing initiatives.
Review and make recommendations regarding the City’s MEP. Review and make recommendations regarding the laws affecting the nightlife industry.

Affordable Housing Advisory Committee 2020-4355, Sec. 2-167 / Composition:
The Affordable Housing Advisory Committee shall consist of 11 voting members, each of whom shall have a two-year term. One member of the committee shall be the mayor or a member of the city commission, appointed at-large by a majority vote of the mayor and city commission. The remaining 10 members shall be appointed at-large by a majority vote of the mayor and city commission and must include members from at least six (6) of the following categories:
One citizen actively engaged in the residential home building industry in connection with affordable housing;
One citizen actively engaged in the banking or mortgage banking industry in connection with affordable housing;
One citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing;
One citizen actively engaged as an advocate for low-income persons in connection with affordable housing;
One citizen actively engaged as a for-profit provider of affordable housing;
One citizen actively engaged as a not-for-profit provider of affordable housing;

If the City, due to the presence of a conflict of interest by prospective appointees, or other reasonable factor, is unable to appoint a citizen actively engaged in these activities in connection with affordable housing, a citizen engaged in the activity without regard to affordable housing may be appointed.

Composition:
The members of this Committee shall consist of seven (7) voting members, one each to be directly appointed by the Mayor and each City Commissioner. The primary purpose of the Committee is to assist the governing body in selecting an auditor to conduct the annual financial audit required in FS 218.39; however, the Audit Committee may serve other audit oversight purposes as determined by the entity’s governing body.
Under FS 218.391 the committee shall:
Establish factors to use for the evaluation of audit services to be provided by a certified public accounting firm;
Evaluate proposals provided by qualified firms; and

Black Affairs Advisory Committee 2020-4357, Sec. 2-190.128-132 / Composition:
The Black Affairs Advisory Committee shall have the following powers and duties:
Serve in an advisory capacity to the City Manager and the Mayor and City Commission concerning issues and programs affecting the City’s Black residents, businesses and visitors;
Foster increased involvement by the City’s Black community in the affairs of City government;
Research, discuss, and formulate recommendations on issues, activities, and concerns of the Black community and diaspora in the City;
Comment upon existing or proposed legislation, ordinances, resolutions, and policies that impact the Black community in the City.
The Black Affairs Advisory Committee shall be composed of nine (9) voting members as follows:
The Mayor and each City Commissioner shall appoint one member as a direct appointment, with the remaining two (2) members to be at-large appointments of the City Commission.
Vacancies on the committee shall be filled by the Mayor and City Commission. In filling any vacancy, the Mayor and City Commission may select a replacement committee member from a list of three candidates which shall be submitted by the remaining members of the committee. The individual members of the City Commission may supplement the committee’s suggested list with additional names of candidates or, if neither the candidates on the committee’s suggested list nor the additional names submitted by the individual members of the City Commission are approved, the committee shall submit an entirely different list for the Mayor and City Commission’s Consideration. This process shall continue until a suitable replacement has been found to fill the existing or anticipated vacancy. The suggested list submitted by the committee for the Mayor and City Commission’s consideration shall be submitted without specific recommendations or endorsements by the committee as to any particular name submitted therein, but may, in the event the name of a current committee member is submitted for reappointment, indicate, as a point of information to the Mayor and City Commission, that said name is that of an existing committee member.

The Board of Adjustment shall have the following powers and duties: | |
(1) To hear and decide appeals pursuant to the procedural requirements of Section 118-9. | |
(2) To authorize, upon application, such variance from the terms of these land development regulations where authorized by section 118-351(a), pursuant to the requirements of chapter 118, article VIII, of the land development regulations, as will not be contrary to the public interest when, owing to special conditions, a literal enforcement of a provision of these land development regulations would result in unnecessary and undue hardship. Five affirmative votes shall be necessary to approve any variance request.
The Board of Adjustment shall serve as the city’s floodplain management board in reviewing applications for properties within its jurisdiction and shall have the authority to exercise all powers and perform all duties assigned to such board pursuant to section 54-31 et seq. and Resolution No. 93-20698, and in accordance with the procedures set forth therein as such ordinance and resolution may be amended from time to time. For the purposes of determining jurisdiction, the criteria in section 118-351(a) shall be utilized.
The Board of Adjustment shall consist of seven voting members.
Members shall be appointed for a two-year term, by a five-sevenths vote of the City Commission.
Two members shall be appointed as citizens at-large, and five professional members shall each be appointed as follows: A) One member shall be an architect registered in the State of Florida, or a professional practicing in the field of architecture or landscape architecture, and the remaining four members shall represent one of the following professions (no more than one member per profession) namely: 1) law, 2) engineering, 3) real estate development, 4) certified public accounting, 5) financial consultation, and 6) general business. *The members representing the professions of architecture, law, engineering, and public accounting shall be duly licensed by the State of Florida; the member representing general business shall be of responsible standing in the community, the member representing the field of financial consultation shall be a certified public accountant, chartered financial analyst, certified financial planner, a chartered financial consultant or investment advisor registered with the Securities and Exchange Commission, or someone recognized as having similar credentials and duly licensed by the State of Florida.
Members of the board of adjustment must either be residents or have their principal place of business in Miami Beach.
Each voting member of the board shall be required to complete an architectural walking tour offered by the Miami Design Preservation League (MDPL), which includes the National Register Architectural District in South Beach and an historic district in North Beach. In the event tours offered by MDPL are no longer available, this requirement may be satisfied by completing a similar architectural tour conducted by an educational or nonprofit organization as may be approved by resolution of the city commission. Members shall use their reasonable best efforts to complete the tour within sixty (60) days of their initial appointment.

The committee’s purpose is to guide the city’s efforts toward providing the best education possible in Miami Beach K through 12th grade schools. Composition:
Each cultural arts council member will be charged with the responsibility of serving the best interests of the arts within the city, and no council member shall view his role to be that of representing any particular geographic area within the city, interest group, arts institution, community organization or audience.
The cultural arts council shall consist of eleven (11) members to be appointed at-large by a majority vote of the mayor and city commission. The term of office for each member shall be three (3) years. Composition:
The Design Review Board shall be composed of seven regular voting members. Each regular member shall be appointed with the concurrence of at least four members of the city commission. One person appointed by the city manager from an eligibility list provided by the disability access committee shall serve in an advisory capacity with no voting authority. The planning director or designee, and city attorney or designee, shall serve in an advisory capacity.
The Design Review Board shall consist of the following seven regular members:
One architect registered in the United States or a professional practicing in the field of architecture or architectural design.
An architect registered in the State of Florida or a member of the faculty of the school of architecture, urban planning, or urban design in the State, with practical or academic expertise in the field of design, planning, historic preservation or the history of architecture, or a professional practicing in the fields of architectural design, or urban planning;
One landscape architect registered in the State of Florida or a professional practicing in the field of landscape architecture.
One architect registered in the United States, or a professional practicing in the fields of architectural or urban design, or urban planning, or a resident with demonstrated interest or background in design issues; or an attorney in good standing licensed to practice law within the United States;
Two persons who are residents at-large and who currently reside in the city and have resided in the city for at least (3) three consecutive years at the time of appointment or reappointment. Additionally, strong preference shall be given to individuals who have previously served on a Miami Beach board or committee and/or completed the Miami Beach Leadership Academy course, and to individuals not currently working in the fields of real estate development, real estate brokerage/sales, real estate law, or architecture; and
(a) A licensed professional engineer, licensed professional architect, or licensed professional landscape architect with expertise in water resources; (b) a person licensed by the State of Florida in hydrology, water or wastewater treatment; (c) a person with a degree from an accredited college or university in a field of study related to water resources; (d) a floodplain manager or a principal community administrator responsible for the daily implementation of flood loss reduction activities including enforcing a community’s flood damage prevention ordinance, updating flood maps, plans, and policies of the community, and any of the activities related to administration of the National Flood Insurance Program (NFIP) (a “water management expert”); or (e) a person who is a resident at-large and currently resides in the city and has resided in the city for at least three consecutive years at the time of appointment or reappointment.
Eligibility. An eligibility list for these professional membership categories may include, but shall not be limited to, suggestions from the following professional and civic associations as listed below:
Residency and or place of business. All regular members shall reside in or have their primary place of business in the county, except for the water management expert appointed pursuant to subsection (a)(6), who need not reside in or have a principal place of business in the county, and except as otherwise provided in subsection (a)(5). The two resident at-large members and one of the registered landscape architects, registered architects, or professionals practicing in the fields of architectural or urban design or urban planning shall be residents of the city.
Each voting member of the board shall be required to complete an architectural walking tour offered by the Miami Design Preservation League (MDPL), which includes the National Register Architectural District in South Beach and an historic district in North Beach. In the event tours offered by MDPL are no longer available, this requirement may be satisfied by completing a similar architectural tour conducted by an educational or nonprofit organization as may be approved by resolution of the city commission. Members shall use their reasonable best efforts to complete the tour within sixty (60) days of their initial appointment.

Composition:
The purpose of the General Obligation Bond Oversight Committee is to make advisory recommendations to the City Manager and the City Commission from a macro perspective regarding the timely progress, overall goals, costs, including financial efficiencies, and the timely completion of General Obligation Bond Program (“G.O. Bond Program”) projects approved by the voters in the City of Miami Beach Special Elections held on November 6, 2018 and November 8, 2022.
The General Obligation Bond Oversight Committee shall be composed of fourteen (14) members as follows:
Eight (8) at-large, voting members, with staggered terms, appointed by the City Commission as follows:
two City residents from any geographic area of the City with experience working with cultural/arts organizations, including with respect to operations, facilities management or design.
One direct appointment by the Mayor who shall be a voting member and a resident of any area of the City, and who shall serve as chair of the Committee.
Five (5) ex-officio. non-voting members as follows:
a designee of the City’s Parks and Recreational Facilities Board;
a designee of the City’s Cultural Arts Council.
The voting members shall serve two-year terms.
The term limits for the voting members set forth in subsection (a)(1)-(3) shall be governed by the term limits set forth in Section 2-22(5)(b) of the City Code for at-large appointees.

Composition:
The Historic Preservation Board shall be composed of seven members. There shall be a member from each of the following categories:
A representative from the Miami Design Preservation League (MDPL) selected from three names nominated by such organization.
A representative from Dade Heritage Trust (DHT) selected from three names nominated by such organization.
Two at-large members who have resided in one of the City’s historic districts for at least one year, and have demonstrated interest and knowledge in architectural or urban design and the preservation of historic buildings;
An architect registered in the State of Florida with practical experience in the rehabilitation of historic structures, or a professional practicing in the field of architecture or landscape architecture with experience in the rehabilitation of historic structures.
(a) A licensed professional engineer, licensed professional architect, or licensed professional landscape architect with expertise in water resources; (b) a person licensed by the State of Florida in hydrology, water or wastewater treatment; (c) a person with a degree from an accredited college or university in a field of study related to water resources; (d) a floodplain manager or a principal community administrator responsible for the daily implementation of flood loss reduction activities including enforcing a community’s flood damage prevention ordinance, updating flood maps, plans, and policies of the community, and any of the activities related to administration of the National Flood Insurance Program (NFIP) (a “water management expert”), each of the foregoing with professional experience and demonstrated interest in historic preservation; or
(e) a person who is a resident at-large and currently resides in the city and has resided in the city for at least three consecutive years at the time of appointment or reappointment.
A member of the faculty of a school of architecture in the State of Florida, with academic expertise in the field of design and historic preservation or the history of architecture, with a preference for an individual with practical experience in architecture and the preservation of historic structures.
All members of the Board except the architect, university faculty member, and water management expert shall be residents of the City; provided, however, that the City Commission may waive the residency requirement (if applicable) by a 5/7th vote, in the event a person not meeting the residency requirement is available to serve on the Board and is exceptionally qualified by training and/or experience in historic preservation matters. All appointments shall be made on the basis of civic pride, integrity, experience and interest in the field of historic preservation.
An eligibility list solicited from, but not limited to, the organizations listed below may be considered by the City Commission in selecting board members:
Florida Engineer Society, local chapter.
Any other organization deemed appropriate by the city commission.
(e) Each voting member of the board shall be required to complete an architectural walking tour offered by the Miami Design Preservation League (MDPL), which includes the National Register Architectural District in South Beach and an historic district in North Beach. In the event tours offered by MDPL are no longer available, this requirement may be satisfied by completing a similar architectural tour conducted by an educational or nonprofit organization as may be approved by resolution of the city commission. Members shall use their reasonable best efforts to complete the tour within sixty (60) days of their initial appointment.

Composition:
The committee shall consist of a minimum of five and a maximum of 11 members, with one out of every five members to be a direct appointment by the mayor, and with the remaining members to be at large appointments of the city commission.
The members of the committee shall reflect, as nearly as possible, the diversity of individuals protected under the city’s human rights ordinance. In keeping with this policy, not less than two months prior to making appointments or re-appointments to the committee, the city manager shall solicit nominations from as many public service groups and other sources, which he/she deems appropriate, as possible.
At least one of the committee members shall possess, in addition to the general qualifications set forth herein for members, a license to practice law in any United States Jurisdiction (including the District of Columbia and any territory of the United States); be active member of and in good standing with their respective bar association; and have experience in civil rights law. Preference will be given to a committee member who possesses a license to practice law in the State of Florida; is an active member of and in good standing with the Florida Bar; and has experience in civil rights law.
Members shall serve without compensation.
Term limits. Members appointed by individual city commissioners (referred to as “direct appointees”) shall serve for no more than eight consecutive years on the committee. Members appointed by the city commission as a whole (referred to as “at-large appointees”) shall serve for no more than six years on the committee. At the expiration of their term, nothing set forth in this subsection shall prohibit any direct or at-large appointee from being reappointed to their position for an additional two-year term if:
The individual commissioner who appointed a direct appointee finds that the appointee has made contributions that are of special benefit to the city while serving on the committee.

Powers and duties.
The committee shall make advisory recommendations to the city commission and the city manager on initiatives to be implemented and supported by the city regarding a variety of issues to ensure the well-being and quality of life of the Miami Beach LGBTQIA+ Community. The committee shall annually compile and submit, in a timely manner, with the assistance of the staff liaison, city data and information to be scored by the human rights campaign’s (“HRC”) municipal equality index (“MEI”) on the city’s non- discrimination laws, policies, and services. The committee shall also make recommendations to the city commission and the city manager regarding any new or amended laws, ordinances, or policies that may need to be enacted in order to receive all possible points on the MEI each year.
Composition.
The Committee shall consist of fifteen (15) voting members, with three (3) members to be directly appointed by the Mayor, and two (2) members to be directly appointed by each City Commissioner. Notwithstanding the preceding sentence, the initial membership of the Committee shall be comprised of those current members of the Mayor’s Gay Business Development Committee, choosing to serve on the Committee, with any additional members (as required to complete the total number of members of the Committee) to be appointed at-large by a majority vote of the City Commission.

Composition:
The Marine and Waterfront Protection Authority shall consist of fourteen (14) voting members, who shall be direct appointments with the Mayor and City Commissioners, each having two (2) direct appointments.
Appointments to the Authority shall consist of a combination of individuals who have had previous experience in:
The operation or inspection of marine facilities, including experience in various types of marine vessels and boating activities; and/or
Who have an interest in preservation of the City’s beaches and waterfronts.
The members of the Authority shall have the right and duty to consult with any member of the City Administration for technical or other information pertaining to the matters before them.
Powers and duties:
Make periodic reports and advisory non-binding recommendations to the city manager or the city commission for the improvement of standards for the city in marine-related matters to promote and maintain a safe clean and healthy marine environment to be enjoyed by the city’s residents and visitors. This shall include working in cooperation with federal, state, and local agencies interested in marine standards and clean and clear waterways; and to publicizing the importance of adequate standards; and holding and conducting public hearings, discussions, forums and institutes to arrange programs for the presentation of information by experts in related fields.
Foster and maintain a clean, litter-free marine environment by exploring the availability of enforcement techniques, new ordinances, and the active promotion of voluntary cleanups.
Make recommendations regarding any ongoing and future waterside activities including the permitting and policing of water-related and beach concessions, wateroriented and marine-related special events, and marine and waterfront environmental issues.
Make recommendations to the city manager and the city commission regarding potential suspension or revocation of business tax receipts for commercial charter operators that engage in nuisance or habitual unlawful activities. The City Manager shall respond to any recommendation made pursuant to this subsection within 30 days.
The investigation, development, and carrying out of plans for the preservation and renourishment of the beaches in the city, including, but not limited to, erosion control.
To foster and maintain a clean, safe, and litter-free beach environment by exploring the availability of enforcement techniques, programs, or new legislation to accomplish these goals.
The encouragement of a desire in the citizenry and visitors to the city to maintain and preserve the city’s beaches.
The recommendation of plans to the city manager, city commission, as well as to other local, state, and federal governmental agencies, for the preservation and nourishment of the city’s beaches.
The authority’s power of review and recommendation set forth hereinabove shall apply as well to such matters concerning maintenance of city boardwalks, beach walks, cutwalk and baywalks.

Mission Statement
The Mayor’s 41st Street Committee (“Committee”) is created pursuant to the Mayor’s authority to establish Mayor’s boards or committees under Section 2-27(b)(2) of the City Code. Purpose.
The purpose of the commission is to support continuing efforts for economic, political and social equality of opportunity for all women, with special emphasis on the needs of women in the city and to serve in an advisory capacity to the city commission and the city administration.
Powers and duties.
The commission shall have the following duties, functions, powers and responsibilities:
To serve in an advisory capacity to the city commission, the city administration, the community and all agencies and persons in the city in respect to all matters pertaining to the status of women, including, but not limited to, discrimination against women, greater representation for women in all areas of city government, i.e., boards and committees, employment of women, education of women and attitudes towards women in the community, and to make periodic reports and recommendations to these bodies in respect to such matters.
To make a continuing study of all existing city institutions, facilities and services, and programs dealing with women or affecting women, and consider the future needs of this area in respect to such institutions, facilities, services and programs.
To serve as liaison between the city commission and the city administration, and consult with representatives of such bodies from time to time as requested and necessary in order to carry out the commission’s duties and functions.
To make studies and have studies made of the problems of discrimination against women employees, increasing the availability of part time employment for women, and attributable changes towards women in the community, and to formulate and recommend plans and programs for the coordination of the activities of all governmental entities and nongovernmental agencies dealing with these problems.
It is the express purpose of this commission to serve as a medium for responsible persons to utilize and consult with in attempting to understand and solve the many complex problems involved with dealing with the status of women, and to make findings and recommendations to the city commission and the city administration regarding such matters as are presented to the commission.
To perform such other duties as may from time to time be assigned to it by resolution of the city commission.

Composition:
Purpose.
The purpose of the Neighborhood Resilience Projects Advisory Committee is to act as an advisory board to City Commission and City Manager on neighborhood infrastructure programs and private property matters related to the City’s resilience projects. This includes helping build awareness of existing and future projects within the community and seeking resident ideas and feedback to improve the planning and delivery of future projects. The Committee will not advise on matters that have specifically been reviewed by the City Commission to avoid creating fiscal impacts or undue delays in the implementation of critical resiliency projects.
Powers and duties
The committee shall have the following powers and duties:
Provide advisory recommendations and feedback on best approaches to enhance resident education and resident engagement.
Provide advisory recommendations and feedback regarding process improvements for flood mitigation.
Share input and evaluate general neighborhood aesthetics and utility and infrastructure improvements, such as location decision criteria for pump stations or other improvements.
Provide a forum for the Committee to share best practices and lessons learned from completed projects and/or ongoing projects, for potential incorporation as part of future projects.

Composition:
Established; purpose.
There is hereby created the next generation council which is an advisory board of the city. The purpose of the next generation council is to provide persons between the ages of 18 and 40 in Miami Beach with a vehicle to participate in city government, represent and articulate the needs of the city’s next generation, provide recommendations to the mayor and city commissioners on issues and programs affecting the 18- to 40-year old population in the city, and to recommend strategies to attract and retain such persons in the city and to assist persons between the ages of 18 and 40 with, among other things, housing, career, and transportation opportunities or incentives.
Powers and duties.
The next generation council shall have the following powers and duties:
Serve in an advisory capacity to the mayor and city commission concerning issues and programs affecting the city’s 18- to 40-year old population with regard to, among other things, housing, career opportunities, and transportation.
Foster increased involvement by the city’s 18- to -40 year-old population in the affairs of city government.
Research, discuss, and formulate recommendations on issues, activities, and concerns of persons 18 to 40 years old in the city.
Comment upon existing or proposed legislation, ordinances, resolutions, and policies that impact persons 18 to 40 years old in the city.
Meet on a schedule deemed appropriate and productive by a majority vote of the current members, which schedule may be adjusted from time-to-time as the committee deems prudent.
Composition.
The Next Generation Council shall be composed of eleven (11) voting members.
Members must be 18 years through 40 years of age at the time of appointment, must have proven involvement in Miami Beach or South Florida community-based organizations, and must demonstrate a high degree of interest in or have a background in community-based activity in one of the following areas: transportation, sea level rise, affordable housing, entrepreneurship, or technology. Council members shall be selected as follows:
Seven at-large appointments shall be made by the mayor and city commission.
Three additional at-large appointments shall be made by the mayor and city commission as follows:
A member of the Millennial Action Council of the Miami Beach Chamber of Commerce shall be selected by the chamber’s executive board of governors.
The term of office for each member shall be two years. Members may be appointed for one subsequent two-year term; provided, however, that no member shall serve on or after his/her 41st birthday. The purpose of the North Beach CRA Advisory Committee is to make advisory recommendations to the Administration and the City Commission regarding the North Beach CRA.
Composition; knowledge and experience:
The Committee shall be composed of seven (7) at-large appointments, all of whom shall be appointed to serve for a term of no more than two (2) years at a time. There shall also be one (1) nonvoting, ex-officio representative of the Normandy Fountain Business Association, who shall not count toward a quorum for the Committee.
The seven (7) members shall be affiliated with the City in the following ways:
At least one (1) of the seven members must currently reside for a minimum of five (5) years within the North Beach area generally considered as that portion of Miami Beach located north of 63rd Street.
At least three (3) of the seven members must currently reside. for a minimum of five (5) years within the geographic boundaries of the North Beach CRA or within a 300-foot radius thereof.
The five (5) year minimum residency requirement in subsections (1)(a) and (1)(b) may be waived upon a 5/7ths vote of the city commission, in the event a resident within the applicable geographic area is available to serve on the committee and is exceptionally qualified by training and/or experience.
The 300-foot radius residency requirement in subsections (1)(b) may be waived upon a 5/7ths vote of the city commission, in the event a resident within a reasonable distance from the 300-foot radius of the North Beach CRA geographic boundary and is exceptionally qualified by training and/or experience.
Business Member. At least one (1) of the seven members must demonstrate an Ownership Interest for a minimum of five (5) years in a Business established within the geographic boundaries of the North Beach CRA, without regard to that person’s residency. A candidate who satisfies requirements as both a Resident and Business Owner may qualify for either the Resident Member category or the Business Member category pursuant to this subsection.
Real Estate Industry Member. At least one (1) of the seven members of the Committee must be a real estate industry professional, residing generally within the City of Miami Beach.
Attorney Member. At least one (1) of the seven members of the Committee must be an attorney with experience in land use, real estate, or other related practice area, residing generally within the City of Miami Beach or maintaining a full-time law practice and physical office located in North Beach.

For Planning Board powers and duties, please refer to Sec. 118-51 of the Miami Beach Code of Ordinances.
The Planning Board shall be composed of seven regular voting members. Each regular member shall be appointed with the concurrence of at least four members of the city commission. Each regular voting member shall serve for a term of two years. The planning director or designee, and the city attorney or designee, shall serve in an advisory capacity.
All regular voting members of the board shall have considerable experience in general business, land development practices or land use issues; however, the board shall at a minimum be comprised of:
One architect registered in the State of Florida; or a member of the faculty of a school of architecture in the state, with practical or academic expertise in the field of design, planning, historic preservation or the history of architecture; or a landscape architect registered in the state of Florida; or a professional practicing in the fields of architectural or urban design, or urban planning;
One developer who has experience in developing real property; or an attorney in good standing licensed to practice law within the United States;
One attorney licensed to practice law in the State of Florida who has considerable experience in land use and zoning issues;
One person who has education and/or experience in historic preservation issues. For purposes of this section, the term “education and/or experience in historic preservation issues” shall be a person who meets one or more of the following criteria:
Two (2) persons who are residents at-large and who currently reside in the city and have resided in the city for at least (3) three consecutive years at the time of appointment or reappointment. Additionally, strong preference shall be given to individuals who have previously served on a Miami Beach board or committee and/or completed the Miami Beach Leadership Academy course, and to individuals not currently working in the fields of real estate development, real estate brokerage/sales, real estate law, or architecture; and
(a) A licensed professional engineer, licensed professional architect, or licensed professional landscape architect with expertise in water resources; (b) a person licensed by the State of Florida in hydrology, water or wastewater treatment; (c) a person with a degree from an accredited college or university in a field of study related to water resources; (d) a floodplain manager or a principal community administrator responsible for the daily implementation of flood loss reduction activities including enforcing a community’s flood damage prevention ordinance, updating flood maps, plans, and policies of the community, and any of the activities related to administration of the National Flood Insurance Program (NFIP) (a “water management expert”); or (e) a person who is a resident at-large and currently resides in the city and has resided in the city for at least three consecutive years at the time of appointment or reappointment.
Except as provided in subsection (b)(5) no person except a resident of the City, who has resided in the City for at least one year, shall be eligible for appointment to the Planning Board. The residency requirement in this subsection (c) shall not apply to the water management expert appointed to the planning board pursuant to subsection (b)(6).
The City Commission may waive the residency requirements by a 5/7ths vote in the event a person not meeting these requirements is available to serve on the Board and is exceptionally qualified by training and/or experience.
Each voting member of the board shall be required to complete an architectural walking tour offered by the Miami Design Preservation League (MDPL), which includes the National Register Architectural District in South Beach and an historic district in North Beach. In the event tours offered by MDPL are no longer available, this requirement may be satisfied by completing a similar architectural tour conducted by an educational or nonprofit organization as may be approved by resolution of the city commission. Members shall use their reasonable best efforts to complete the tour within sixty (60) days of their initial appointment.

Composition:
The goals of the Federal Emergency Management Agency’s (“FEMA”) National Flood Insurance Program (“NFIP”) are to provide flood insurance to property owners, to encourage flood loss reduction activities by communities, and to save taxpayers’ money.
The City of Miami Beach participates in the NFIP and the Community Rating System (“CRS”), a voluntary program that provides both incentives and tools to further these goals.
The Program for Public Information (“PPI”) provides activity points to improve the City’s CRS score, which in turn helps to reduce flood insurance premiums.
A new PPI is required every five-years and was developed by the ad hoc PPI Committee to update and replace the 2017 PPI, and the PPI was adopted by the Mayor and City Commission on July 20, 2022, per Resolution No. 2022-32216.
The members of the new ad hoc advisory PPI Committee (the “Committee”) shall be as follows: the City’s Communications Director; the City’s Floodplain Manager; Scott Diffenderfer, a real estate agent; Carlos Gutierrez, a real estate agent; Alex Carrasco, a local bank representative; and John Lee, a local insurance agent.
The powers and duties of the Committee will be to serve as a PPI Committee in accordance with NFIP requirements for credit under the CRS, to implement, monitor, and evaluate the PPI, and to submit an annual evaluation report of the PPI to the City Commission.
The term of membership on the new ad hoc Committee shall commence on January 1, 2026, and expire on December 31, 2026, subject to earlier or later sunset by the City Commission.

Composition:
Purpose.
The purposes and powers and duties of the Sister Cities Program are as follows:
Cause the people of the city and the people of foreign cities to acquire a consciousness of each other, to understand each other as individuals, as members of their community, as citizens of their country and as part of the family of nations.
Promote, as a consequence of such knowledge and consciousness, a continuing relationship of mutual concern between the people of the city and the people of its sister cities.
Promote art, cultural, educational and business exchanges between the city and its sister cities.
Composition.
The council shall consist of nine (9) members. Eight (8) of these members shall be direct appointments, with two (2) made by the mayor and one (1) made by each commissioner. One (1) member shall be appointed at large and shall be a representative of the Miami Beach Chamber of Commerce.
Knowledge and experience.
The members of the council shall be persons who are interested in furthering the purpose of the program. The council may establish individual sister city committees, and any person interested in furthering the purpose of the program may become a member of an individual sister city committee upon approval by the council. To qualify, the person shall present a resume and a letter of interest to the committee chairperson.

Composition:
The Committee shall consist of seven (7) voting members, one each to be directly appointed by the Mayor and each City Commissioner.
The purpose of the Committee is to provide guidance and advice with regard to the City’s efforts to provide and promote general environmental improvement trends, or “Green Initiatives,” and “Sustainable Development,” which is herein defined as a pattern of resource use that aims to meet community needs while preserving the environment so that these needs can be met, not only in the present, but in the indefinite future.

Composition:
The Committee shall consist of 14 voting members. The Mayor and City Commissioners shall each make one direct appointment, with the other seven members of the Committee to be comprised of either City Business owners or members from the following community organizations, each of whom shall be appointed by majority vote of the City Commission:
Miami Beach Chamber of Commerce’s Transportation and Parking Committee;
A South Beach business owner or a South Beach business association;
A Mid-Beach business owner or a Mid-Beach business association;

For the purposes of this section, terms set forth below shall have the following meaning:
South Beach: boundaries south of 23rd Street;

City Business Owner: an individual with an ownership or interest for a minimum of six months in a business established in the city for a minimum of six months. Ownership Interest shall mean the ownership of ten percent (10%) or more (including the ownership of 10% or more of the outstanding capital stock) in a business. Business shall mean any sole proprietorship, sponsorship, corporation, limited liability company, or other entity or business association.
On an annual basis, the members of the committee shall elect a chairperson and such other officers as may be deemed necessary or desirable, who shall serve at the will of the committee. Seven members shall consist of a quorum of the committee and shall be necessary in order to take any action.

Composition:
The Purpose of the Youth Commission is to provide the youth of Miami Beach with a vehicle to learn about government, participate in the process of City government, represent and articulate the needs of youth in the City, and provide recommendations to the Mayor and City Commissioners on issues and programs affecting the youth and teen population in the City.
The Youth Commission shall be composed of seven (7) voting members.
The Mayor and each City Commissioner shall appoint one member to the youth commission as a direct appointment. Members must be residents of the City of Miami Beach. Members must be enrolled in a public or private school in Miami-Dade County. Members shall be 15 through 18 years old at the time of appointment and be enrolled in the 10th, 11th, or 12th grade. To be qualified for appointment, a student must have a minimum 2.0 grade point average and demonstrate a sincere interest in municipal government, be motivated to contribute to the betterment of the city and have a background in community-based activity.
The term of office for each member shall be one (1) year. Members may be appointed for two subsequent one-year terms; provided, however, that no member shall serve on or after his/her nineteenth (19th) birthday. In addition, board member terms shall automatically expire upon the latter of December 31 of the year of the appointing City Commission member leaves office or upon the appointment/election of the successor City Commission member.
Youth Commission Members shall annually elect a member as chairperson, and other officers it deems necessary. A vote of a majority of the members shall be required to constitute action taken by the Youth Commission.
