West Avenue Neighborhood Improvements Project | Phase II

Construction is actively underway in Segments 2 and 3 of the West Avenue Phase II Neighborhood Improvement Project.

Current work includes installation of the stormwater drainage system, water and sewer infrastructure, roadway raising and reconstruction, sidewalks, traffic signal foundations, street lighting and landscaping.

Construction activities vary throughout the project and may not always be visible. While residents may see active excavation or utility work in one location, other activities — including inspections, surveying, testing, permitting and coordination with utility providers, regulatory agencies, adjacent property owners and other project partners — are also taking place to support future construction activities.

The project is being constructed in phases. Current construction is focused in Segments 2 and 3. Segment 2 includes Lincoln Road from Alton Road to the bay, the Lincoln Court and Bay Road street ends, and West Avenue from the area near the post office to just south of Lincoln Road. Segment 3 includes West Avenue from just south of Lincoln Road to 16 Street and 16 Street between Alton Road and Bay Road.

Within Segment 2, the next major phase of road raising and harmonization is anticipated to begin Nov. 1, 2026, on Lincoln Court north of Lincoln Road and last approximately 25 working days. The current sequence then moves to Bay Road north of Lincoln Road for approximately 25 working days, followed by Lincoln Road, with the duration still being finalized. Roadway reconstruction and harmonization in Segment 3 is expected to follow the Segment 2 work. Based on the current construction sequence and anticipated durations, Segments 2 and 3 are expected to reach Beneficial Occupancy in spring 2027. Please note that this schedule may change due to weather or unforeseen conditions.

Once both Segments 2 and 3 reach Beneficial Occupancy, the contractor is authorized to advance into the next construction areas, currently expected to be Segments 6 and 9. Construction sequencing and timing may change based on field conditions, utility coordination, permitting and other project requirements.

Beneficial Occupancy is when a construction segment is no longer under active construction and the necessary safety and infrastructure elements are in place, including permanent street lighting, underground utilities, sidewalks, signalization, traffic and pedestrian signage, striping and the first lift of asphalt.

Additional work may still be required before the segment reaches final completion, including landscaping, the final layer of asphalt and permanent pavement markings.

The roadway must remain closed while underground stormwater infrastructure, water and sewer utilities, traffic signal foundations and other improvements are installed, and the roadway is raised and reconstructed.

These improvements are constructed in a specific sequence. Reopening a roadway before this work is complete could require additional reconstruction, create safety concerns, increase costs and delay overall project progress.

Roadways are generally reopened after reconstruction is complete, the roadway has been restored at its new elevation, and it is safe for vehicles, pedestrians and bicyclists to travel through the area.

The large circular concrete structures visible in the work zone are water quality wells, a permanent component of the neighborhood's new stormwater treatment system. Working together with the pump station, they help collect, treat and convey stormwater before it is discharged, improving both drainage and water quality throughout the project area.

Most of each water quality well is located underground. However, each well also includes air-release-valve piping that will remain visible above ground after construction. This above-ground component is part of the permanent well assembly and is required for the system to operate properly and meet regulatory requirements.

The four water quality wells in the current Segments 2 and 3 construction area are grouped in two locations: two along Lincoln Road between Bay Road and West Avenue and two along 16 Street east of Bay Road.

Yes. The contractor is required to maintain access to residences and businesses during construction or provide an alternate access plan when a temporary interruption is necessary.

Because work may be occurring directly in the roadway, driveway or sidewalk, access conditions can change throughout the day. In some cases, residents, employees, customers or delivery vehicles may need to allow a few extra minutes while crews safely place a temporary road plate, move equipment or materials, or clear personnel from the travel path.

When work is expected to directly affect an individual property, the Public Information Outreach (PIO) Team coordinates with the property owner, manager or business representative regarding anticipated conditions and available access based on the current construction schedule.

Pedestrian and vehicle routes may also change as construction progresses. Current access information is provided through the project WhatsApp channel, construction notices and the PIO Team through email, phone calls and door-to-door notifications, as appropriate.

During construction, the project team may encounter existing private drainage connections or other underground conditions that are not reflected in available records. When this occurs, the City coordinates with the Miami-Dade County Department of Regulatory and Economic Resource (DRER), the County environmental agency responsible for reviewing these conditions, to inspect and evaluate the connection and determine whether additional testing, permitting or modifications are required before related work can proceed. This coordination helps ensure the work meets regulatory requirements and may affect the sequence or timing of construction in the immediate area. Property inspections and testing may be required at your building and will be coordinated through the PIO Team.

Construction timing varies by segment and may change based on field conditions, utility coordination, permitting and other project requirements.

The PIO Team provides advance information as work approaches individual blocks and properties when accurate information is available, including anticipated access or service impacts. Property owners requiring harmonization coordination will also receive direct communication from the project team as their work area approaches.

Stakeholders are encouraged to subscribe to project emails and the WhatsApp channel for the most current construction and access information.

Construction is being completed in phases to minimize impacts on residents, businesses and visitors while allowing work to progress efficiently throughout the neighborhood.

This phased approach enables the contractor to concentrate activities within smaller work areas and complete roadway and underground infrastructure to the extent practical before advancing into future construction segments.

As work progresses, construction limits and sequencing may be adjusted to accommodate field conditions, utility coordination and other project requirements.

The design-builder developed a segmented construction approach to reduce impacts on the surrounding neighborhood.

Working within smaller segments allows construction activities to be concentrated in specific areas, helping reduce the overall duration and extent of impacts while maintaining access whenever feasible.

The accompanying maps identify the anticipated construction segments for the project. As construction progresses, segment limits may be adjusted to reflect field conditions, construction sequencing or operational needs.
