Third-Party CEIs: Elevator Inspectors

Section 399.13 F.S. allows Florida Department of Business and Professional Regulation (DBPR) to contract with local governments to inspect elevators and enforce applicable provisions of the Florida Building Code. It also allows local governments to use third-party certified elevator inspectors (Third-Party CEIs) to inspect elevators.

Certified Elevator Inspectors with an active State of Florida CEI license wishing to perform annual  inspections or five (5) year tests in the City of Miami Beach should:

Be a certified elevator technician and a Qualified Elevator Inspector (QEI) must witness the test.

The property owner is responsible for having these annual inspections and tests performed by a licensed elevator maintenance company.

Any violation(s) noted on your annual inspection report must be corrected with 90 days. The report must the be signed by the building owner or a representative of the property management company to verify that all of the corrections have been made and that the elevating device complies with Chapter 399, Florida Statutes. You must then forward the signed report to us within five (5) business days.

You may directly contact any active  approved Third-Party CEI companies listed below to schedule annual/routine and test inspections. We regularly update our list of providers as we receive and approve applications. For more information on this list, please call us at 305-673-7225.

Important Information:

Third-Party CEIs generally have the same qualifications as our inspectors and typically follow the same inspection and enforcement procedures.

You can verify certification of a Third-Party CEI with the Department of Business and Professional Regulation Certified Elevator Inspectors report.

Any code violations identified by a Third-Party CEI care the same regulatory weight as those identified by our inspectors.

If necessary, you may ask a Third-Party CEI to present a letter from our office authorizing their participation in the program.

We do not regulate fees charged by Third-Party CEIs and arrangements with a Third-Party CEI are considered a private matter.

Third-Party CEIs are required to register prior to starting inspection with the City of Miami Beach and provide all credentials.

The City of Miami Beach regularly monitors the work of the Third-Party CEIs and ask the elevator owners, who recently used a Third-Party CEI, to allow us to conduct a quality-assurance inspection to verify the procedures used and findings.

This site will serve as our primary method of distributing new information to our provides, so check it often. To provide feedback about a Third-Party CEI or if you have questions, please call us at 305-673-7225 and request a supervisor.
